In Latin America as elsewhere, politicians routinely face a painful dilemma: whether to use state resources for national purposes, especially those that foster economic development, or to channel resources to people and projects that will help insure political survival and reelection. While politicians may believe that a competent state bureaucracy is intrinsic to the national good, political realities invariably tempt leaders to reward powerful clients and constituents, undermining long-term competence. Politician's Dilemma explores the ways in which political actors deal with these contradictory pressures and asks the question: when will leaders support reforms that increase state capacity and that establish a more meritocratic and technically competent bureaucracy? Barbara Geddes brings rational choice theory to her study of Brazil between 1930 and 1964 and shows how state agencies are made more effective when they are protected from partisan pressures and operate through merit-based recruitment and promotion strategies. Looking at administrative reform movements in other Latin American democracies, she traces the incentives offered politicians to either help or hinder the process. In the early part of the twentieth century, Argentina's Socialist Party became the largest and most effective socialist organization in Latin America. Richard J. Walter's interpretive study begins with the party's origins in the 1890s, traces its development through 1912, and then offers a comprehensive analysis of its activities and programs during the almost two decades of civilian, democratic government that ended with the military coup of 1930. His aim has been to provide a detailed case study of a Latin American political party within a specific historical context. The work gives particular attention to the nature of party leadership, internal party organization, attempts to win the support of the Argentine working class, party activities in national elections and the National Congress, and internal disputes and divisions. In discussing these topics, Walter draws heavily on government documents, including national and municipal censuses, ministerial reports, and the Argentine Congressional Record. He also makes extensive use of national and party newspapers and journals, political memoirs, and collections of essays by party leaders. Walter concludes that the party enjoyed relative electoral and legislative success because of efficient organization, capable leadership, and specific, well-reasoned programs. On the other hand, it failed to create a firm working-class base or to extend its influence much beyond Buenos Aires, mainly because of its inability to relate adequately to the needs of the proletariat and to the growth of nationalist sentiment. The analysis of these successes and failures also provides an important background for understanding the rise to power of Juan Perón and Peronism.

Until 1930, Argentina was one of the great hopes for stable democracy in Latin America. Argentines themselves believed in the destiny of their nation to become the leading Latin American country in wealth, power, and culture. But the revolution of 1930 unleashed the scourges of modern militarism and chronic instability in the land. Between 1930 and 1966, the Argentine armed forces, or factions of the armed forces, overthrew the government five times. For several decades, militarism was the central problem in Argentine political life. In this study, Marvin Goldwert interprets the rise, growth, and development of militarism in Argentina from 1930 to 1966. The tortuous course of Argentine militarism is explained through an integrating hypothesis. The army is viewed as a “power factor,” torn by a permanent dichotomy of values, which rendered it incapable of bringing modernization to Argentina. Caught between conflicting drives for social order and modernization, the army was an ambivalent force for change. First frustrated by incompetent politicians (1916–1943), the army was later driven by Colonel Juan D. Perón into an uneasy alliance with labor (1943–1955). Peronism initially represented the means by which army officers could have their cake—nationalistic modernization—and still eat it in peace, with the masses organized in captive unions tied to an authoritarian state. After 1955, when Perón was overthrown, a deeply divided army struggled to contain the remnants of its own dictatorial creation. In 1966, the army, dedicated to staunch anti-Peronism, again seized the state and revived the dream of reconciling social order and modernization through military rule. Although militarism has been a central problem in Argentine political life, it is also the fever that suggests deeper maladies in the body politic. Marvin Goldwert seeks to relate developments in the military to the larger political, social, and economic developments in Argentine history. The army and its factions are viewed as integral parts of the whole political spectrum during the period under study.
