The IMF staff has updated individual member country data for the variables used in the quota formula for the period 2000-12. The updated database also incorporates the recently released 2011 International Comparison Program (ICP) global estimates for purchasing power parity rates (PPP) rates. The staff paper also presents updated calculated quota shares based on the current quota formula. The current quota formula includes a GDP variable, which is a blend of GDP at market rates and GDP at purchasing power parity (PPP), openness, variability, and international reserves. The International Monetary and Financial Committee has called for agreement on a new quota formula as part of the 15th General Review of Quotas. The paper presents a limited set of illustrative simulations of possible reforms of the quota formula using the updated quota data. These simulations are purely illustrative and do not represent proposals. The new data tables that can be downloaded via the below link include also the comparable value of each variable for the previous quota dataset, which was based on data covering the period 1999-2011. The information is presented in millions of SDRs (Table A1) and in percent of their respective global totals (Tables A2 and A3). A table showing calculated quota shares based on the current quota formula is also included (Table A4). The governance structure in global bodies like the IMF continues to be disproportionally dominated by advanced economies. Sustained rapid growth in emerging and developing economies (EDEs) in the past 2-3 decades has led to their growing relative weight in the global economy, but with little increase in their voice in the IMF. The emergence of regional financial arrangements reflects the growing dissatisfaction of the EDEs with the current framework. The global economy is on the cusp of an epochal change moving the fulcrum of economic power from the North Atlantic towards Asia after more than 200 years. This must be recognized and responded to adequately.

This paper provides background for an initial discussion under the Fifteenth General Review of Quotas (15th Review) in line with the work plan agreed by the Executive Board. It discusses issues related to further reforms of the quota formula and realigning quota shares, based on updated quota data through 2015. Both these papers seek to facilitate initial discussions on some of the key issues for the 15th Review. An informal Executive Board seminar in December 2006 made an important start in the development of a new quota formula.2 The discussion was wide ranging, raising a number of important issues that need to be considered further in the development of a formula that can achieve the objectives of the quota reform and command the required broad support within the membership. This paper seeks to provide a basis for a second discussion, including by exploring issues raised at the December meeting. The paper also provides further simulations based on a wider range of assumptions regarding possible variables and their weights, as requested by many Directors. As with the last paper, it should be emphasized that this paper does not seek to propose any particular formula and that all the simulations presented should be seen as illustrative and as merely an aid to discussion. Nevertheless, it is hoped that the discussion of this paper will help lay the groundwork for beginning to narrow options and moving toward formulation of a specific proposal in the coming months. The paper does not address the size of the second round ad hoc quota increases. This question, which is closely linked to the magnitude of the increase in basic votes, will be taken up at a later stage once the discussion of the formula is more advanced.
