Dr. Waters is one of a new breed of analysts for whom the interpenetration of politics, culture, and national development is key to a larger integration of social research. Race, Class, and Political Symbols is a remarkably cogent examination of the uses of Rastafarian symbols and reggae music in Jamaican electoral campaigns. The author describes and analyzes the way Jamaican politicians effectively employ improbable strategies for electoral success. She includes interviews with reggae musicians, Rastafarian leaders, government and party officials, and campaign managers. Jamaican democracy and politics are fused to its culture; hence campaign advertisements, reggae songs, party pamphlets, and other documents are part of the larger picture of Caribbean life and letters. This volume centers and comes to rest on the adoption of Rastafarian symbols in the context of Jamaica's democratic institutions, which are characterized by vigorous campaigning, electoral fraud, and gang violence. In recent national elections, such violence claimed the lives of hundreds of people. Significant issues are dealt with in this cultural setting: race differentials among Whites, Browns, and Blacks; the rise of anti-Cubanism; the Rastafarians' response to the use of their symbols; and the current status of Rastafarian ideological legitimacy.

While most school systems have undergone some formal desegregation to eliminate inequities in access to education, inequities--and discrimination--nonetheless remain. In this study covering 170 major school districts during the years between 1968 and 1984, the authors discuss the remaining obstacles to equal opportunity in education. Clustering of students into separate classes or groups of classes based on perceived learning potential is one form of discrimination that remains; disciplinary policy resulting in suspension or expulsion is the other. Based on their findings, Meier, Stewart, and England argue that the single most important factor in improving the access of black students to equal educational opportunities is having black teachers in the classroom, a goal attainable through use of the political system. By collectively concentrating on the theme of political symbolism in modern Europe, the contributors to this volume have chosen to honor a revered teacher and colleague by developing a set of variations on one of his primary scholarly concerns. Informed by critical race theory and based on a wide range of sources, including official sources, memoirs, and anthropological studies, this book examines multiple forms of racial discrimination in Jamaica and how they were talked about and experienced from the end of the First World War until the demise of democratic socialism in the 1980s. It also pays attention to practices devoid of racial content but which equally helped to sustain a society stratified by race and colour, such as voting qualifications. Case studies on the labour market, education, the family and legal system, among other areas, demonstrate the extent to which race and colour shaped social relations in the island in the decades preceding and following independence and argue that racial discrimination was a public secret - everybody knew it took place but few dared to openly discuss or criticise it. The book ends with an examination of race and colour in contemporary Jamaica to show that race and colour have lost little of their power since independence and offers some suggestions to overcome the silence on race to facilitate equality of opportunity for all.
