People Power explores the potential of community organizations to develop political consciousness among working class and poor people. Judith N. On Friday, January 28, 1977, it began to snow in Buffalo. The second largest city in New York State, located directly in line with the Great Lakes’ snowbelt, was no stranger to this kind of winter weather. With their city averaging ninety-four inches of snow per year, the citizens of Buffalo knew how to survive a snowstorm. But the blizzard that engulfed the city for the next four days was about to make history. Between the subzero wind chill and whiteout conditions, hundreds of people were trapped when the snow began to fall. Twenty- to thirty-foot-high snow drifts isolated residents in their offices and homes, and even in their cars on the highway. With a dependency on rubber-tire vehicles, which lost all traction in the heavily blanketed urban streets, they were cut off from food, fuel, and even electricity. This one unexpected snow disaster stranded tens of thousands of people, froze public utilities and transportation, and cost Buffalo hundreds of millions of dollars in economic losses and property damages. The destruction wrought by this snowstorm, like the destruction brought on by other natural disasters, was from a combination of weather-related hazards and the public policies meant to mitigate them. Buffalo’s 1977 blizzard, the first snowstorm to be declared a disaster in US history, came after a century of automobility, suburbanization, and snow removal guidelines like the bare-pavement policy. Kneeland offers a compelling examination of whether the 1977 storm was an anomaly or the inevitable outcome of years of city planning. From the local to the state and federal levels, Kneeland discusses governmental response and disaster relief, showing how this regional event had national implications for environmental policy and how its effects have resounded through the complexities of disaster politics long after the snow fell.

In April 1992, the world witnessed a renewal in South Central Los Angeles of the urban violence that exploded over a quarter of a century earlier. As in 1965, the spark that ignited the firestorm was Black rage over police brutality. But in both eras the tinder was prepared by decades of social neglect and political disenfranchisement that have left the predominantly non-white urban poor trapped and virtually without hope. Race, Politics, and Economic Development strips away the veneer of mass-media images to examine the underlying causes of Black urban poverty and to recommend means to escape the seemingly endless cycle of retributive violence that it spawns. The book brings together Black activists and scholars, including two former mayors of American cities, to analyse the theoretical and practical problems currently facing the Black community in the United States. The essays collected here are dominated by three key themes: that political influence, power, and wealth are major factors in determining social welfare policies directed at Blacks, the poor and the working class; that both liberal and conservative policies over the last fifty years are no longer effective in alleviating a growing human service crisis among Blacks; and that the political mobilization of impoverished sectors of the Black community is absolutely critical in resolving the problem of poverty in urban America. In the Elmhurst-Corona neighborhood of Queens, New York City, the transition occurred during the 1970s, and the area's two-decade experience of multiracial diversity offers us an early look at the future of urban America. The result of more than a dozen years' work, this remarkable book immerses us in Elmhurst-Corona's social and political life from the 1960s through the 1990s. First settled in 1652, Elmhurst-Corona by 1960 housed a mix of Germans, Irish, Italians, and other "white ethnics." In 1990 this population made up less than a fifth of its residents; Latin American and Asian immigrants and African Americans comprised the majority. The Future of Us All focuses on the combined impact of racial change, immigrant settlement, governmental decentralization, and assaults on local quality of life which stemmed from the city's 1975 fiscal crisis and the policies of its last three mayors.
