Despite rich archives of work on race and the global economy, most notably by scholars of colour and Global South intellectuals, the discipline of Political Economy has largely avoided an honest confrontation with how race works within the domains it studies, not least within markets. By way of corrective, this book draws together scholarship on the material function of race at various scales in the global political economy. The collective provocation of the contributors to this volume is that race has been integral to the formation of capitalism – as extensively laid out by the racial capitalism literature – and takes on new forms in the novel market spaces of neoliberalism. The chapters within this volume also reinforce that the current political conjuncture, marked by the ascension of neo-fascist power, cannot be defined by an exceptional intrusion of racism, nor can its racism be dismissed as epiphenomenal. Raced Markets will be of great value to scholars, students, and researchers interested in political economy and racial capitalism as well as those willing to explore how race takes on new forms in the novel market spaces of contemporary neoliberalism. The chapters in this book were originally published as a special issue of the New Political Economy.

While interest in the relations of power and identity in food explodes, a hesitancy remains about calling these racial. What difference does race make in the fields where food is grown, the places it is sold and the manner in which it is eaten? How do we understand farming and provisioning, tasting and picking, eating and being eaten, hunger and gardening better by paying attention to race? This collection argues there is an unacknowledged racial dimension to the production and consumption of food under globalization. Building on case studies from across the world, it advances the conceptualization of race by emphasizing embodiment, circulation and materiality, while adding to food advocacy an antiracist perspective it often lacks. Within the three socio-physical spatialities of food - fields, bodies and markets - the collection reveals how race and food are intricately linked. An international and multidisciplinary team of scholars complements each other to shed light on how human groups become entrenched in myriad hierarchies through food, at scales from the dining room and market stall to the slave trade and empire. Following foodways as they constitute racial formations in often surprising ways, the chapters achieve a novel approach to the process of race as one that cannot be reduced to biology, culture or capitalism.

THE JANUS-FACE OF RACE: REFLEC- TIONS ON ECONOMIC THEORY Patrick L. Mason and Rhonda Williams Many economists are willing to accept that race is a significant factor in US eco nomic and social affairs. Yet the professional literature displays a peculiar schizo phrenia when faced with the task of actually formulating what race means and how race works in our political economy. On the one hand, race matters when the dis cussion is focused on anti-social behavior, social choices, and undesired market outcomes. Inexplicably, African Americans are more likely to prefer welfare, lower labor force participation, and unemployment. On the other hand, race does not matter when the subject of discussion is economically productive or socially accept able activities and legal market choices (for example, wages and employment). This Janus-faced construction of race is maintained by economists' stubborn ad herence to the market power hypothesis. The market power hypothesis asserts that racial discrimination and market competition are inversely correlated. Discrimina tory behavior will persist only in those sectors of society where the competitive forces of the market are least operative. When applied to the labor market, the mar ket power hypothesis suggests that pre- and post-labor market decisions represent disjoint sets. On average, members of a disadvantaged social group may accumulate a lower amount of or a lower quality of productive attributes because of discrimina tion in marital, residential, or school choice, or because of substantial animosity in day-to-day interpersonal relations with members of a privileged group.

Farmers markets are much more than places to buy produce. According to advocates for sustainable food systems, they are also places to "vote with your fork" for environmental protection, vibrant communities, and strong local economies. Farmers markets have become essential to the movement for food-system reform and are a shining example of a growing green economy where consumers can shop their way to social change. Black, White, and Green brings new energy to this topic by exploring dimensions of race and class as they relate to farmers markets and the green economy. With a focus on two Bay Area markets--one in the primarily white neighborhood of North Berkeley, and the other in largely black West Oakland--Alison Hope Alkon investigates the possibilities for social and environmental change embodied by farmers markets and the green economy. Drawing on ethnographic and historical sources, Alkon describes the meanings that farmers market managers, vendors, and consumers attribute to the buying and selling of local organic food, and the ways that those meanings are raced and classed. She mobilizes this research to understand how the green economy fosters visions of social change that are compatible with economic growth while marginalizing those that are not. Black, White, and Green is one of the first books to carefully theorize the green economy, to examine the racial dynamics of food politics, and to approach issues of food access from an environmental-justice perspective. Studies of urban neoliberalism have been surprisingly inattentive to gender. Brenda Parker begins to remedy this by looking at the effect of new urbanism, "creative class," and welfare reform discourses on women in Milwaukee, a traditionally progressive city with a strong history of political organizing. Through a feminist partial political economy of place (FPEP) approach, Parker conducts an intersectional analysis of urban politics that simultaneously pays attention to a number of power relations. She argues that in the 1990s and 2000s, the city's business-friendly agenda--although couched in uplifting rhetoric--strengthened existing hierarchies not only in class and race but also in gender. Taking on municipal elites' adoption of Richard Florida's "creative class" thesis, for example, Parker looks at the group Young Professionals of Milwaukee, exposing the way that a "creative careers" focus advances fundamentally masculine values and interests. She concludes with a case study that shows how gender and race mattered in the design, enactment, and contestation of an uneven urban redevelopment project. At once a case study of the city and a theorization of urban neoliberalism, Masculinities and Markets highlights how urban politics and discourses in U.S. cities have changed over the years.

"Race Brokers examines how housing market professionals-including housing developers, real estate agents, mortgage lenders, and appraisers-construct 21st century urban housing markets in ways that contribute to or undermine racial segregation. Drawing on extensive ethnographic and interview data collected in Houston, Texas, Race Brokers shows that housing market professionals play a key role in connecting people-or refusing to connect people-to housing resources and opportunities. They make these brokering decisions through reference to racist or anti-racist ideas. Typically, housing market professionals draw from racist ideas that rank-order people and neighborhoods according to their perceived economic and cultural housing market value, entwining racism with their housing market activities and interactions. Racialized housing market routines encourage this entwinement by naturalizing racism as a professional tool. Race Brokers tracks how professionals broker racism across the housing exchange process-from the home's construction, to real estate brokerage, mortgage lending, home appraisals, and the home sale closing. In doing so, it shows that professionals make housing exchange a racialized process that contributes to neighbourhood inequality and racial segregation. However, in contrast to the racialized status-quo, a small number of housing market professionals draw on anti-racist ideas and strategies to extend equal opportunities to individuals and neighborhoods, de-naturalizing housing market racism. Race Brokers highlights the imperative to interrupt the racism that pervades housing market professionals' work, dismantle the racialized routines that underwrite such racism, and cultivate a truly fair housing market"--
