In this report setting out their vision for the railway by 2020 the Transport Committee endorses the quest for a more efficient railway but raises concerns about safety, staffing and the protection of passenger interests. The Committee calls for: clarity about the purpose and effectiveness of rail subsidies; a clear link between policy on rail and other aspects of transport policy; a strategic approach to policy-making which does not sacrifice democratic accountability, takes passenger interests more clearly into account, upholds safety standards and develops a strategy for improving the security of the rail network; greater transparency about the costs of rail to ensure that new investment, operator alliances, profit or wastage levels and various forms of franchise can be better compared and evaluated; more modern, flexible fares and ticketing options and a clear long-term policy on regulated fares that rules out even higher fares for commuters on peak time trains; a strong single economic regulator for the rail industry; effective industry leadership via the Rail Delivery Group, scrutinised closely by the regulator to ensure that this strategic body acts in the best interests of the farepayer and taxpayer, rather than simply of established rail interests; devolution for some rail franchises to local or regional bodies. The Committee recommends that the Rail Delivery Group, made up of senior industry leaders, should spearhead the swift implementation of innovative ticketing technology and work with Passenger Focus to develop a clear strategy for improving retail facilities on stations and trains.

Economic growth, security and sustainability across Europe are at risk due to ageing railway infrastructure systems. At present, the majority of such systems are aging and some have even reached their initial design lives. These issues align with a major challenge in civil engineering: how to restore and improve urban infrastructure and built environments. In many countries, the development of railway science is of great significance to both the economy and society, and transdisciplinary studies involving railways and other fields has also become more important in recent years. This book presents the proceedings of the 7th International Symposium on Innovation & Sustainability of Modern Railway (ISMR 2020), held in Nanchang, China from 23 - 25 October 2020. The symposium has been held biennially since 2008 and is principally aimed at expanding the scientific partnership between Russian and Chinese transport universities in the field of railway transportation. It is organized in a collaboration between the Federal Railway Transport Agency, Irkutsk State Transport University (IrGUPS) and East China Jiaotong University, and enables scientists from Russia, China and Mongolia to come together to discuss breakthrough technologies, as well as the problems of innovation in the secure operation of modern railways. Despite the disruption caused by the global pandemic, 89 submissions were received for the 2020 edition, 38 of which were selected after review for presentation and publication here. These comprise 12 papers dealing with railways and mechanics, 20 covering railways and computer sciences, and 6 related to railways and management, together with the 2 contributions of the invited keynote speakers (professor Xiaoyan Lei, principle of East China Jiaotong University, and professor Erol Guler from George Mason University). The book provides an insight into new ideas and developments in the industry, and will be of interest to all railway practitioners.
