Low levels of student achievement and school quality persist in developing countries. This document reviews the importance of school quality in increasing literacy and influencing economic growth in developing nations. Improvements are discussed in terms of: (1) school quality and economic development; (2) defining school quality; (3) improving school quality; and (4) increasing school efficiency. Evidence suggests that low school quality accounts for low literacy levels and achievement among children in developing nations and that little progress has occurred in improving school quality in the poorest countries since 1970. Definitions of school quality should focus on characteristics that influence student achievement and on efforts that encourage more efficient management and effective local school staff. Little research has been conducted about the influence of teaching practices and classroom organization on achievement levels, but access to textbooks and writing materials and teacher quality consistently influence student achievement. Methods for studying the efficiency and cost-effectiveness of management practices in terms of increased school quality are reviewed, and investments that can be reduced without causing detrimental effects are identified. Although for many years the emphasis in education was on growth and on the need to provide more classrooms, increasing attention has shifted recently toward the quality and value of the education being received. This document contains two studies related to the subject of educational quality. The first paper reviews the relevant research on this question and reveals that school quality has substantially greater effects on changes in students' cognitive and behavioral outcomes in developing than in advanced countries. It also finds that school quality seems to affect the lifetime earnings of all students, regardless of the level of development of their countries. The author concludes that in the long run, the quality of schooling provided may be more important for the future economic prospects of developing nations than expanded access to poor quality education. Nevertheless, knowing that educational quality has an economic effect on development does not determine whether investments in educational quality will be successfully implemented. This is the subject of the second study. The author argues that educational systems proceed through a series of stages during which they are able to implement increasingly more complex educational investments.

This paper describes four lessons derived from 115 rigorous impact evaluations of educational initiatives in 33 low- and middle-income countries. First, reducing the costs of going to school and providing alternatives to traditional public schools increase attendance and attainment, but do not consistently increase student achievement. Second, providing information about school quality and returns to schooling generally improves student attainment and achievement, but building parents' capacity works only when focused on tasks they can easily learn to perform. Third, more or better resources do not improve student achievement unless they change children's daily experiences at school. Finally, well-designed incentives for teachers increase their effort and improve the achievement of students in very low performance settings, but low-skilled teachers need specific guidance to reach minimally acceptable levels of instruction.

This book presents a method to estimate the economic returns to investments in school quality. While economists have long had methods to estimate rates of return to additional years of schooling, until now there has been no method for analyzing returns to investments in school quality. This is regrettable, because many, if not most, government education policies focus on school quality. Empirical work using data from Ghana shows that investments in school quality have higher rates of return than investments in increased years in schooling. The bulk of the study is written by Paul Glewwe, with some coauthored and contributed pieces from his co-researchers Jaikishan Desai, Dean Jolliffe, Raylynn Oliver and Wim Vijverberg, who worked as research assistants on this project.
