The 11 papers in this document address issues and needs in the development and stewardship of Central Asia rangelands, and identify directions for future work. With its vast rangelands and numerous pastoral populations, Central Asia is a region of increasing importance to rangeland scientists, managers, and pastoral development specialists. Five of the papers address rangeland issues in Mongolia, three papers specifically address studies in China, two papers address Kazakhstan, and one paper addresses the use of satellite images for natural resource planning across Central Asia. These papers comprise the proceedings from a general technical conference at the 2004 Annual Meeting of the Society for Range Management, held at Salt Lake City, Utah, January 24-30, 2004. As the 2004 SRM Conference theme was "Rangelands in Transition," these papers focus on an area of the world that has experienced dramatic socio-economic changes in 20th Century associated with adoption of communism and command economies and the subsequent collapse of the command economies and the recent transition to a free market economies. The changes in land use and land tenure policies that accompanied these shifts in socio economic regimes have had dramatic impacts on the region's rangelands and the people who use them.

This book contains a selection of papers presented at the Advanced Research Workshop on ‘The Socio-economic causes and consequences of desertification in Central Asia’ held in Bishkek, Kyrgyzstan, in June 2006. The meeting provided a forum for twenty-six scientists from Central Asia and NATO countries to discuss the human dimensions of the desertifi- tion process. Papers presented to the meeting examined recent scientific evidence on the impact of desertification on livestock production, public health, and biodiversity, and contributed to the formulation of coh- ent national and regional policies for the management of watersheds, rangelands, and irrigated agriculture. The meeting was co-directed by Roy Behnke of the Macaulay Institute, UK, and by Lapas Alibekov of the Samarkand State University, Uzbekistan. Both the workshop and this subsequent publication have been financed by the NATO Scientific Affairs Division and we gratefully acknowledge this support. The Bishkek meeting was ably hosted by the Kyrgyz Sheep Breeders Association under the dir- tion of Akylbek Rakaev who contributed substantially to the successful running of the workshop. Deliberations at the workshop emphasized that policy failures at national level had promoted desertification within the region.

Rangelands are large natural landscapes that can include grasslands, shrublands, savannahs and woodlands. They are greatly influenced by, and often dependent on, the action of herbivores. In the majority of rangelands the dominant herbivores are found in domestic herds that are managed by mobile pastoralists. Most pastoralists manage their rangelands communally, benefitting from the greater flexibility and seasonal resource access that common property regimes can offer. As this book shows, this creates a major challenge for governance and institutions. This work improves our understanding of the importance of governance, how it can be strengthened and the principles that underpin good governance, in order to prevent degradation of rangelands and ensure their sustainability. It describes the nature of governance at different levels: community governance, state governance, international governance, and the unique features of rangelands that demand collective action (issues of scale, ecological disequilibrium and seasonality). A series of country case studies is presented, drawn from a wide spectrum of examples from Africa, the Middle East, Central Asia, Europe and North America. This book will act as a vehicle to promote knowledge useful for managing rangelands, grasslands and pasture lands along the Silk Road, from Mongolia in the East to Iran in the West. No region of the world has such vast and largely undeveloped areas of land that is so strategically placed between Europe to the west, Asia to the east, and Russia acting as huge presence to the north. For ages, these vast lands have been the conduit through which trade, commerce, learning and religious beliefs have spread. For millennia, the resource base (rivers, lakes, and various types of land including vast steppes, grasslands and other forms of rangelands) have supported lives and livelihoods of millions of people, as goods and ideas flowed in both directions along the vast network of trade routes that came to be known as the Silk Road. In the past, there have been many challenges, not the least of which was the issue of distance (over 6000 km. from China to the eastern edge Europe). In modern times, there has been a renewed interest in these vast lands that contain the world's highest mountains, some of the driest deserts and provide sustenance for millions of people and their livestock as well as an irreplaceable wealth of plant and animal diversity. Accelerated economic activity, which is mainly infrastructure development (pipelines, highways, railways), is both a threat and an opportunity especially when set against a background of global change, including climatic shifts that threaten water supplies and livelihoods on a scale never before experienced. The focus of the authors' is on the extensive rangelands and grasslands, as well as the peoples whose livelihoods depend on the development of sustainable land management. In particular, they analyze and provide commentary of the transformative adaptations that are required if the Silk Road and its inhabitants are to survive into the twenty-second century and beyond.
