La formation des enseignants est décisive pour fortifier l’école de la République et relever les défis de l’égalité. Fondée sur la conviction qu’enseigner est un métier, qui s’apprend et ne s’improvise pas, la loi du 8 juillet 2013 a fait du rétablissement d’une formation initiale ambitieuse la pièce maîtresse de la refondation de l’école. Le rapport dresse un premier bilan de cette réforme, en évaluant la qualité des enseignements, en particulier professionnalisants, dispensés par les nouvelles écoles supérieures du professorat et de l’éducation, les forces et les limites de l’alternance qui y est organisée entre formations et stages en classe, les succès et les faiblesses de l’arrimage des écoles aux progrès de la recherche éducative et, de manière générale, aux universités auxquelles elles sont ancrées. Le rapport formule de nombreuses propositions pour conforter la construction d’une formation donnant aux jeunes enseignants des outils efficaces pour réussir leur métier. Il invite à prolonger ces résultats encourageants, dont témoigne le regain d’attractivité des concours, en créant une formation « continuée » allant de la licence aux premières années d’exercice du métier. Il dresse un bilan sans concession des lacunes de la formation continue, complexe, disparate et entravée par de trop nombreux freins administratifs, qui doivent être levés sans tarder, et appelle à refonder cette dimension essentielle de l’apprentissage, nécessairement permanent, du métier d’enseignant.
