L’effacement électrique diffus est la pratique qui consiste à réduire ou couper momentanément l’alimentation de consommateurs volontaires en cas de pic de consommation. Le rapport constate que si l’effacement électrique diffus est bénéfique pour l’environnement, il n’est pas, aujourd’hui, une solution à privilégier. En effet, le modèle économique souffre de faiblesses structurelles importantes et n’est pas viable sans subvention publique. Le contexte conjoncturel ne permet pas, à l’heure actuelle, une juste rémunération de l’effacement électrique diffus tant le prix de l’électricité est bas. Ainsi, à court et moyen terme, le rapport invite à favoriser d’autres solutions comme, par exemple, l’amélioration de l’isolement des logements, un développement des offres tarifaires permettant une bonne gestion de la pointe et de la maîtrise d’électricité ou l’effacement électrique industriel qui serait relativement plus rentable. Toutefois, si une posture de vigilance et de prudence s’impose aujourd’hui, le rapport ne veut pas fermer la porte au développement de l’effacement électrique diffus. En effet, le progrès technique permettra de faire naître des effacements diffus innovants, viables économiquement et centrés sur les gains retirés par les consommateurs qui aideront, notamment, à faire face à la nécessaire intégration des énergies renouvelables sur le réseau. Le rapport constate que le rôle à jouer par la puissance publique est double. Il consiste, à la fois, à maîtriser le coût, aujourd’hui, des effacements électriques diffus pour la collectivité, tout en créant, dès maintenant, le cadre législatif et réglementaire qui offre la visibilité nécessaire aux acteurs du secteur pour créer, demain, des modèles innovants et centrés sur les gains aux consommateurs finaux.
