Malgré qu'ils soient préoccupés par la contrefaçon, la GRC et le ministère de la Justice ont peu de marge de manœuvre pour intervenir en raison d'une politique d'application de la loi qui ne traite pas de la contrefaçon de marques de commerce et qui, en ce qui concerne piratage de droits d'auteur, est quelque peu désuète du fait de l'évolution du mode de fonctionnement de nombreux contrefacteurs. [...] De plus, il n'existe pas de loi efficace pour contrer le piratage de films ou le vol de signaux de satellites, et les dispositions actuelles ne permettent pas de traiter le cas des outils de contrefaçon et appareils de contournement de la PI modernes. [...] Remanier la politique d'application du droit d'auteur de la GRC et du ministère de la Justice de manière à cibler le piratage de droits d'auteur et la contrefaçon de marques de commerce au sein du secteur de la vente au détail. [...] Modifier la Loi sur la radiocommunication de manière à ce qu'y soient traitées les nouvelles formes de vols de signaux, à accroître les sanctions pénales afin de faciliter la mise en application de la loi, à limiter l'importation d'outils de décodage et de réception de signaux de satellites, et à consolider les recours civils. [...] Doter l'ASFC du pouvoir exprès de cibler, de détenir, de saisir et de détruire des biens contrefaits à sa discrétion et de mettre en application des politiques favorisant la détection de tels produits, telle que la déclaration obligatoire de l'information relative aux marques lors de l'expédition.
