This wide-ranging book seeks to unravel the complexities of post-1992 Italian democracy. It takes as its point of departure the dramatic political tensions of the early 1990s and evaluates these against the background of an analysis of the ‘First Republic’ that predates these changes. Martin Bull and James Newell, renowned scholars of Italian Politics, argue that the early 1990s revolution in Italian party politics should be seen both as a major cause of subsequent changes in the political system and as a consequence of longer-term, still on-going changes in the Italian polity. The books explains how we can understand in this light the mixed success of the parties in attempting to act as autonomous vehicles of reform – and therefore why, if we are witnessing a transformation to a ‘Second Republic’, many of its key features still remain to be shaped. Right-wing extremism is a phenomenon that can be found throughout Europe. All democratic societies are threatened by racist, anti-pluralistic and authoritarian ideas. The workings of multi-level governance -- institutional choices concerning centralisation, decentralisation and subsidiarity -- are widely debated within European public policy, but few systematic studies assessing the effects of changing divisions of power for policy-making have been carried out. This volume offers an assessment of the workings of multi-level governance in terms of social welfare policy across different clusters of European states -- Nordic, Southern European, Central and East European. This book reports on a major comparative study at the European Centre for Social Welfare policy and Research, which included partners from univerisities in Finland, France, Italy, Norway, Sweden, Poland, Spain and Switzerland. It reports on three particular policy areas: social assistance and local policies against poverty; activation and labour market policies; and care for the elderly. This book concerns renewable energy sources and in particular, it collects the state-of-the-art in thermal solar techniques and biomasses. Conventional energy sources based on oil, coal and natural gas are damaging economic and social progress, the environment and human life. Many people are concerned about these problems and wish to address the symptoms as a matter of urgency, but not all understand the basic causes and consequently do not realize that not only technological, but also social changes are required. It is now widely acknowledged that renewable energy capacity has to be increased by exploiting its enormous potential. A policy of energy sustainability can’t leave solar energy exploitation out of consideration. Besides being the origin of almost all the other energy sources, renewable and conventional, excluding geothermic, nuclear and gravitational (tides) ones, the energy provided by the Sun is free, endless and clean (the devices used to exploit solar energy are characterized by very low emissions while running). Moreover solar energy is easy to harness and distribute (it is particularly abundant in many world areas with depressed and difficult economic situation). Very few books treat so diffusely the state-of-the-art in thermal solar technologies and especially biomasses, a topic in which there is a bit of confusion due to the very wide range of technologies related to this area. Renewable energy education is a relatively new field and previously it formed a minor part of traditional university courses. However, over the past decade, several new approaches have emerged: we see these in the new literature and, even more clearly, in new books. The present treatise, in the authors’ auspices, represents a contribution to this new ‘incoming science’.

The object of this book is to describe the institutional modifications of the Italian form of state more than ten years after the review of Title V – Part II of the Italian Constitution – for an audience that goes well beyond the Italian national boundaries. The fifteen essays that make up the book discuss the birth and evolution of the Italian regionalism (including those regions with Special Statutes) as well as reforms of 1999-2001.
