Studienarbeit aus dem Jahr 2007 im Fachbereich Politik - Politische Theorie und Ideengeschichte, Note: 1,3, Otto-von-Guericke-Universität Magdeburg (Politikwissenschaften), Sprache: Deutsch, Abstract: In der einschlägig bekannten „Zeitschrift für Internationale Beziehungen“ (ZIB) wurde in den vergangenen Jahren eine Debatte innerhalb der Theorie der internatonalen Beziehungen geführt, die nach der Abkürzung der Zeitschrift als „ZIB-Debatte“ Eingang in den politologischen Sprachgebrauch fand. Im Kern geht es bei dieser Theoriediskussion um eine Neuausrichtung in der Theorie internationaler Beziehungen i. e.S. einer Abrechnung mit dem (Neo-) Realismus und seinen handlungstheoretischen Grundlagen, dem Utilitarismus und einer Orientierung auf die habermassche Theorie kommunikativen Handelns. Nicht dass diese Diskussion im luftleeren Raum stattfand, aber im deutschen Kontext wurde sie lange Zeit und intensiv in der ZIB geführt und begann 1994 mit einem Aufsatz von Harald Müller. In dieser Arbeit wird die grundlegende Kritik Müllers am Realismus und der utilitaristischen Handlungstheorie in den Kontext der nachfolgenden Debatte gestellt und gefragt, inwieweit es Müller gelingt, neben der z. T. schon länger bekannten Kritik am Realismus mit der habermasschen Theorie kommunikativen Handelns eine handhabbare Alternative aufzuzeigen. Dabei wird die These verfolgt, dass mit der Einführung der Analyse der Sprache als Verhandlungselement eine Ebene eingeführt wird, die zwar theoretisch einige Schwächen der utilitaristischen Handlungstheorie aufhebt aber gleichzeitig eine Analyseebene einzieht, die sich der empirischen Überprüfung einfach entzieht und im Gegensatz zum Realismus einen sehr hohen Komplexitätsgrad erzeugt, der die Operationalisierung erschwert wenn nicht unmöglich macht. In einem ersten Schritt wird dem Ausgangspunkt der Debatte nachgegangen der Kritik am (Neo-)Realismus, um die Ansatzpunkte der Müllerschen Kritik aufzuspüren. Diesem folgt dann die Darlegung des alternativen Theorieprogramms von Müller und im letzten Schritt die Zusammenfassung der folgenden Debatte, die sich auch aus Platzgründen auf Otto Keck, Rainer Schmalz-Bruns und Thomas Risse-Kappen konzentriert, weil hier die wesentlichen Diskussionslinien aufgezeigt werden und die Positionen in der Debatte verdeutlicht werden können.
