In this book I have tried to develop further the ideas expressed in my previous work, Between Experience and Metaphysics, which was published in the same series in 1975. Several years have passed since the original Polish edition (and then 1 the Italian translation) of this book appeared. The fact that the principal ideas expressed in it have withstood, as I see it, the brunt of criticism, has led me to remain basically with the original text. Two main changes have, however, been introduced. First, I have added an Appendix containing the original version of a paper I presented at the Wissenschaftskolleg zu Berlin in June 1988 and a short postscript to that paper referring to comments made during two dis cussions at the Kolleg. Let me briefly explain the reason for this addition. In recent years the landscape for historical and philosophical in terpretation of the evolution of scientific knowledge has altered. The strongest of the new contenders for epistemological recognition are social constructivists, who analyze in detail how knowledge is produced within specific social settings, including the instruments and procedures of par ticular laboratories and the economic and political realities of particular scientific communities. The local character of these studies raises the question of whether they can ever provide generalizable epistemological claims.

One of the most promising trends in modem political science is the develop ment of a theory of politics as rational action. Focussing on choice as the central topic of study, rational choice theorists set out to specify what alter native an actor should prefer if he has some given knowledge of the conse quences of each alternative and wants to see his preference system as fully realized as possible. But rational choice theory is not confmed to the norma tive sphere of science. It can also be used for explanatory purposes. Then, the alternatives actually chosen are specified and the task is to explain the decisions by fmding out what considerations lay behind them. The starting point for an emerging research program at the Department of Government, Uppsala University, on 'Politics as Rational Action' is to describe the major choices in fifteen different policy areas of Swedish domes tic politics and explain why they were made.

Advocates of rational choice theory in political science have been perceived by their critics as attempting to establish an intellectual hegemony in contemporary social science, to the detriment of alternative methods of research. The debate has gained a nonacademic audience, hitting the pages of the New York Times and the New Republic. In the academy, the antagonists have expressed their views in books, journal articles, and at professional conferences. Mark I. Lichbach addresses the question of the place of rational choice theory in the social sciences in general and in political science in particular. He presents a typology of the antagonists as either rationalist, culturalist, or structuralist and offers an insightful examination of the debate. He reveals that the rationalist bid for hegemony and synthesis is rooted in the weaknesses, not the strengths, of rationalist thought. He concludes that the various theoretical camps are unlikely to accept the claimed superiority of the rationalist approach but that this opposition is of value in itself to the social sciences, which requires multiple perspectives to remain healthy. The word ‘rationality’ and its cognates, like ‘reason’, have multiple contexts and connotations. Rational calculation can be contrasted with rational interpretation. There is the rationality of proof and of persuasion, of tradition and of the criticism of tradition. Rationalism (and rationalists) can be reasonable or unreasonable. Reason is sometimes distinguished from revelation, superstition, convention, prejudice, emotion, and chance, but all of these also involve reasoning. In politics, three views of rationality – economic, moral, and historical – have been especially important, often defining approaches to politics and political theory such as utilitarianism and rational choice theory. These approaches privilege positive or natural law, responsibilities, or human rights, and emphasize the importance of culture and tradition, and therefore meaning and context. This book explores the understanding of rationality in politics and the relations between different approaches to rationality. Among the topics considered are the limits of rationality, the role of imagination and emotion in politics, the meaning of political realism, the nature of political judgment, and the relationship between theory and practice. This book was originally published as a special issue of Global Discourse.
