With the limited set of policy instruments typically available in the rural sectors of developing countries, imperfect coverage of the poor and leakage to the non-poor must be expected from even the most well intentioned poverty alleviation scheme. Labor intensive rural public works projects have the potential to both screen and protect the poor, as well as to create and maintain rural infrastructure. The limited evidence for South Asia suggests that few non-poor persons want to participate, and that both direct and indirect transfer and insurance benefits to the poor can be sizable. However, details of the project selection, design and financing, are crucial to success in poverty alleviation, both in the short and long run. Benefits to the poor can be rapidly dissipated by a badly conceived and executed project.

Of the estimated 1 billion people in the developing world who survive in conditions of extreme poverty, 70 percent live in Asia. The majority of these people live in rural areas and agriculture is their main occupation. Most of the rural poor are small and marginal farmers, landless agricultural workers, fisherfolk, artisans, female headed households, the aged and infirm, and children. The incidence of poverty is highest among female heads of households and children. The seminar on "Poverty Alleviation through Agricultural Projects" provided thirty development practitioners with an opportunity to consider strategies, policies, and practices that help alleviate rural poverty. The seminar discussed four key issues of relevance to policy makers: (1) poverty cannot be measured by income alone; (2) poverty cannot be alleviated through a short-term, piecemeal approach; (3) agricultural projects constitute one of the many means available to governments for alleviating rural poverty; and (4) the role of public sector in poverty alleviation needs to be reconsidered.

Poverty has long been a developmental challenge in the Global South in general and in sub-Saharan Africa in particular. With a fifth, mainly from the rural areas of the world, living below the poverty datum line, the world has a huge challenge to reduce poverty, worse still to eradicate it from the face of the earth. A target was set through the 2000-2015 United Nations (UN) Millennium Development Goals (MDGs) and subsequently through the Sustainable Development Goals (SDGs), to reduce poverty by at least half by the years 2015 and 2030 respectively. In pursuing this goal, livelihoods of poor people though meeting with serious challenges, especially in rural areas, play a major role. This book explores the role played by people-centred Public Works Programmes in the fight against poverty and the development of rural communities in Africa. Whereas a number of countries in Africa have been approaching the issue of poverty through several interventions including Public Works Schemes, it is sad to note that poverty still tops the rankings among numerous economic and social challenges facing the continent. One wonders whether the public works strategy is misguided, misconstrued or mismanaged considering that its main objective is to make the unemployed more employable through the provision of temporary employment and training opportunities. The book concludes that Public Works Programmes, if well managed and people-centred, are one of the best ways to alleviate and even eradicate poverty in rural Africa, as it allows governments to make partnership with people, and facilitates implementation while giving space for economic self-sustenance, growth and development.

The founding of financial institutions in the developing countries, whose target groups are supposed to be poorer people and, in particular, income-generating micro, small-scale and medium-sized enterprises, originated in the industrialized nations. Soon after Western development policy began in the 1950s and 1960s the donors noted that investment in infrastructure was insufficient to achieve growth. Reflecting on the experiences of Europe, state or mixedenterprise development banks were founded in many developing countries with the support of various donors. The banks were to promote industrialization as a subsituation for imports, as well as farming, housing construction and regional development. Their common feature was that they combined the characteristics of a bank and a public authority. On the one hand, they managed loan holdings and handled payment transactions, and one the other they prompted development by non-repayable grants. Since these functions each followed a very different logic, the banks were required to undertake a difficult tightrope walk.
