Die methodische Erfassung und Verknüpfung von wirtschaftlicher Aktivität und ihren Umweltwirkungen ist Thema dieses Bandes. Industrial Ecology (IE) is an emerging multidisciplinary field. University departments and higher education programs are being formed on the subject following the lead of Yale University, The Norwegian University of Science and Technology (NTNU), Leiden University, University of Michigan at Ann Arbor, Carnegie Mellon University, University of California at Berkeley, Institute for Superior Technology in Lisbon, Eidgenössische Technische Hochschule (ETH) Zürich, and The University of Tokyo. IE deals with stocks and flows in interconnected networks of industry and the environment, which relies on a basic framework for analysis. Input-Output Analysis (IOA) is widely used in the field of ecological economics, industrial ecology, and environmental sciences. Inhaltsangabe:Einleitung: Das Kreislaufwirtschaftsgesetz vom 27. September 1994 soll nach den Vorstellungen des Gesetzgebers, den Übergang von einer Abfallwirtschaft zu einer Kreislaufwirtschaft einleiten. Der Zweck dieses „(...) Gesetzes ist die Förderung der Kreislaufwirtschaft zur Schonung der natürlichen Ressourcen und die Sicherung der umweltverträglichen Beseitigung von Abfällen". Es ist die Absicht des Gesetzgebers, dieses Vorhaben insbesondere durch die Vermeidung und stoffliche sowie energetische Verwertung von Abfällen zu realisieren. Zur Vermeidung von Abfällen sieht die Legislative besonders die anlageninterne Kreislaufführung, eine abfallarme Produktgestaltung und ein Konsumverhalten, das die Abfall- und Schadstoffintensität der Produkte berücksichtigt, vor. Die Verwertung von Abfällen zielt weiter auf die Substitution von Rohstoffen durch Sekundärrohstoffe die aus Abfällen gewonnen werden ab. Beide Ziele bringen zahlreiche Veränderungen der Volkswirtschaft mit sich. Das Ziel der Vermeidung führt zu einer Veränderung der Produktionstechnologie und der Konstruktion der Produkte, während die Verwertung das Entstehen bzw. das Anwachsen neuer Wirtschaftszweige fördert, da Recyclingprodukte erfasst, sortiert und verwertet werden müssen. Weiterhin wird der gestiegene Aufwand durch die Verwertung, die Kosten erhöhen und somit zu Nachfrageveränderungen aufgrund von Preisüberwälzungen führen. Gang der Untersuchung: Das Ziel dieser Arbeit besteht darin, verschiedene Modelle der Input-Output-Analyse vorzustellen, mit deren Hilfe Aussagen über die Veränderung der sektoralen Wirtschaftsstruktur im Zuge des Übergangs in eine Kreislaufwirtschaft gewonnen werden können. Diese Vorgehensweise wurde gewählt, da die Konstruktion eines auf die spezifischen Fragestellungen der Kreislaufwirtschaft zugeschnitten Modells, einschließlich der Datenaufbereitung zur Prognose der Veränderungen, den dieser Arbeit zur Verfügung stehenden Rahmen gesprengt hätten. In den Ausführungen wird die Aufmerksamkeit zunächst auf die Begriffe Wirtschaftsstruktur und Strukturwandel, sowie den Zusammenhang zwischen Umweltpolitik und Strukturwandel gerichtet (Kapitel 2). Daran anschließend wird die Idee der Kreislaufwirtschaft charakterisiert und die ökonomisch relevanten Paragraphen des Kreislaufwirtschaftsgesetzes herausgestellt (Kapitel 3).
