An examination of the global trade and traffic in discarded electronics that reframes the question of the “right” thing to do with e-waste. The prevailing storyline about the problem of electronic waste frames e-waste as generated by consumers in developed countries and dumped on people and places in developing countries. In Reassembling Rubbish, Josh Lepawsky offers a different view. In an innovative analysis of the global trade and traffic in discarded electronics, Lepawsky reframes the question of the “right” thing to do with e-waste, mapping the complex flows of electronic materials. He counters the assumption that e-waste is a post-consumer problem, pointing out that waste occurs at all stages of electronic materials' existence, and calls attention to the under-researched world of reuse and repair. Lepawsky explains that there are conflicting legal distinctions between electronic waste and non-waste, and examines a legal case that illustrates the consequences. He shows that patterns of trade do not support the dominant narrative of e-waste dumping but rather represent the dynamic ecologies of repair, refurbishment, and materials recovery. He asks how we know waste, how we measure it, and how we construe it, and how this affects our efforts to mitigate it. We might not put so much faith in household recycling if we counted the more massive amounts of pre-consumer electronic waste as official e-waste. Lepawsky charts the “minescapes,” “productionscapes,” and “clickscapes” of electronics, and the uneven “discardscapes” they produce. Finally, he considers both conventional and unconventional e-waste solutions, including decriminalizing export for reuse, repair, and upgrade; enabling ethical trade in electronics reuse, repair, refurbishment, and recycling; implementing extended producer responsibility; and instituting robust forms of public oversight.

This book investigates the complex and unpredictable temporalities of waste. Reflecting on waste in the context of sustainability, materiality, social practices, subjectivity and environmental challenges, the book covers a wide range of settings, from the municipal garbage crisis in Beirut, to food rescue campaigns in Hong Kong and the toxic by-products of computer chip production in Silicon Valley. Waste is one of the most pressing issues of the day, central to environmental challenges and the development of healthier and more sustainable futures. The emergence of the new field of discard studies, in addition to expanding research across other disciplines within the social sciences, is testament to the centrality of waste as a crucial social, material and cultural problem and to the need for multi- and transdisciplinary approaches like those provided in this volume. This edited collection seeks to develop a framework that understands the material properties of different kinds of waste, not as fixed, stable or singular but asdynamic, relational and often invisible. It brings together new and cutting-edge research on the temporalities of waste by a diverse range of international authors. Collectively, this research presents a persuasive argument about the need to give more credence to the capacities of waste to provoke us in materially and temporally complex ways, especially those substances that complicate our understandings of life as bounded duration. Remains of the Everyday traces the changing material culture and industrial ecology of China through the lens of recycling. Over the last century, waste recovery and secondhand goods markets have been integral to Beijing’s economic functioning and cultural identity, and acts of recycling have figured centrally in the ideological imagination of modernity and citizenship. On the one hand, the Chinese state has repeatedly promoted acts of voluntary recycling as exemplary of conscientious citizenship. On the other, informal recycling networks—from the night soil carriers of the Republican era to the collectors of plastic and cardboard in Beijing’s neighborhoods today—have been represented as undisciplined, polluting, and technologically primitive due to the municipal government’s failure to control them. The result, Joshua Goldstein argues, is the repeatedly re-inscribed exclusion of waste workers from formations of modern urban citizenship as well as the intrinsic liminality of recycling itself as an economic process.

In Pollution Is Colonialism Max Liboiron presents a framework for understanding scientific research methods as practices that can align with or against colonialism. They point out that even when researchers are working toward benevolent goals, environmental science and activism are often premised on a colonial worldview and access to land. Focusing on plastic pollution, the book models an anticolonial scientific practice aligned with Indigenous, particularly Métis, concepts of land, ethics, and relations. Liboiron draws on their work in the Civic Laboratory for Environmental Action Research (CLEAR)—an anticolonial science laboratory in Newfoundland, Canada—to illuminate how pollution is not a symptom of capitalism but a violent enactment of colonial land relations that claim access to Indigenous land. Liboiron's creative, lively, and passionate text refuses theories of pollution that make Indigenous land available for settler and colonial goals. In this way, their methodology demonstrates that anticolonial science is not only possible but is currently being practiced in ways that enact more ethical modes of being in the world.

An ethnographic and community-engaged study of the class, caste, and gender politics of environmental mobilizations around Bengaluru, India’s discards. In Recycling Class, Manisha Anantharaman examines the ideas, flows, and relationships around unmanaged discards in Bengaluru, India, itself a massive environmental problem of planetary proportions, to help us understand what types of coalitions deliver social justice within sustainability initiatives. Recycling Class links middle-class, sustainable consumption with the environmental labor of the working poor to offer a relational analysis of urban sustainability politics and practice. Through ethnographic, community-based research, Anantharaman shows how diverse social groups adopt, contest, and modify neoliberal sustainability’s emphasis on market-based solutions, behavior change, and the aesthetic conflation of “clean” with “green.” Tracing garbage politics in Bengaluru for over a decade, Anantharaman argues that middle class “communal sustainability” efforts create new avenues for waste picker organizations to make claims for infrastructural inclusion. Coproduced “DIY infrastructures” serve as sites of citizenship and political negotiation, challenging the technocratic and growth-based logics of dominant sustainability policies. Yet, these configurations reproduce class, caste, and gender-based divisions of labor, demonstrating that inclusion without social reform can reproduce unjust distributions of risk and responsibility. Revealing the “win-win” fallacy of sustainability and foregrounding the agency of communities excluded from environmental policy, Recycling Class will appeal to scholars and activists alike who want to create a future with more transformative sustainability.
