As a pervasive occurrence in the contemporary world, wars and their economic sources are defining social and political processes in a variety of national and transnational contexts. Rebel Economies: Warlords, Insurgents, Humanitarians explores historical, anthropological and political dimensions of war economies by non-state actors across different periods and regions, while presenting their multiple manifestations as a unified, congruent phenomenon. Through a variety of conceptual and disciplinary approaches, the authors investigate, in the past and present and across three continents, the nexuses between economy, war, social transformation and state-building, revealing in the process differences and similarities that would otherwise remain hidden. Through this broad-gauge approach, the book aims, first, to rethink much of the debate around “non-state war economies,” and, secondly, to expand the conversation by consciously treating this theme as a conspicuous and distinct aspect of both economy and war. This is not just a different approach but a fundamental departure from the ways in which current discussions over the economy of wars, civil conflicts, and revolutions, have informed research orientations over several decades.

Street trade is a critical and highly visible component of the informal economy, linked to global systems of exchange. Yet policy responses are dismissive and evictions commonplace. Despite being progressively marginalised from public space, street traders in the global south are engaged in spatial and political battlegrounds to reclaim space, and claim de facto property rights over their place of work, through quiet infiltration, union power, or direct action. This book explores 'rebel streets', the challenges faced by informal economy actors and how organised groups are seeking to reframe legal understandings to create new claims to space and urban rights. The book sets out new thinking and a conceptual framework for improved understanding of the plural relationship between law, rights, and space for the informal economy, the contest between traditional, modernist and rights-based approaches to development, and impacts on the urban working poor. With a focus on street trading, the book seeks to reframe the legal context in which modern informal economies operate, drawing on key areas of academic inquiry and case studies of how vendors are staking claim to urban rights. The book argues for a reconceptualisation of legal instruments to provide a rights-based framework for urban work that recognises the legitimacy of urban informal economies, the scope for collective management of urban resources, and the social value of public space as a site for urban livelihoods. In some cases of insurgency, the combat frontier is contested and erratic, as rebels target cities as their economic prey. In other cases, it is tidy and stable, seemingly representing an equilibrium in which cities are effectively protected from violent non-state actors. What factors account for these differences in the interface between urban-based states and rural-based challengers? To explore this question, this volume examines two regions representing two dramatically different outcomes. In West Africa (Liberia and Sierra Leone), capital cities became economic targets for rebels, who posed dire threats to the survival of the state. In Maoist India, despite an insurgent ideology aiming to overthrow the state via a strategy of progressive city capture, the combat frontier effectively firewalls cities from Maoist violence. This book argues that trade networks underpinning the economic relationship between rural and urban areas - termed 'interstitial economies' - may differ dramatically in their impact on (and response to) the combat frontier. It explains rebel predatory tendencies towards cities as a function of transport networks allowing monopoly profits to be made by urban-based traders. It explains combat frontier delineation as a function of the social structure of the trade networks: hierarchical networks permit elite-elite bargains that cohere the frontier. These factors represent what might be termed respectively the 'hardware' and 'software' of the rural-urban economic relationship. Of interest to any student of political economy and violence, this book presents new arguments and insights about the relationships between violence and the economy, predation and production, core and periphery.

Fair Trade Rebels addresses such questions in a new way by shifting the focus from the abstract concept of fair trade—and whether it is “working”—to the perspectives of small farmers. It examines the everyday experiences of resistance and agricultural practice among the campesinos/as of Chiapas, Mexico, who struggle for dignified livelihoods in self-declared autonomous communities in the highlands, confronting inequalities locally in what is really a global corporate agricultural chain. Based on extensive fieldwork, Fair Trade Rebels draws on stories from Chiapas that have emerged from the farmers’ interaction with both the fair-trade–certified marketplace and state violence. Here Lindsay Naylor discusses the racialized and historical backdrop of coffee production and rebel autonomy in the highlands, underscores the divergence of movements for fairer trade and the so-called alternative certified market, traces the network of such movements from the highlands and into the United States, and evaluates existing food sovereignty and diverse economic exchanges. Throughout history, reform has provoked rebellion - not just by the losers from reform, but also among its intended beneficiaries. Finkel and Gehlbach emphasize that, especially in weak states, reform often must be implemented by local actors with a stake in the status quo. In this setting, the promise of reform represents an implicit contract against which subsequent implementation is measured: when implementation falls short of this promise, citizens are aggrieved and more likely to rebel. Finkel and Gehlbach explore this argument in the context of Russia's emancipation of the serfs in 1861 - a fundamental reform of Russian state and society that paradoxically encouraged unrest among the peasants who were its prime beneficiaries. They further examine the empirical reach of their theory through narrative analyses of the Tanzimat reforms of the nineteenth-century Ottoman Empire, land reform in ancient Rome, the abolition of feudalism during the French Revolution, and land reform in contemporary Latin America.
