This book argues that development aid in small post-conflict states, particularly in the educational field, benefits from a commitment to a shared vision, fostering co-operative relationships and working within local capacity, credibility, and attentiveness to immediate and longer-term development goals. It uses Timor-Leste as its case study of a faith-based partnership in the development of the Instituto Católico para a Formação de Professores (ICFP) at Baucau. The people of what was then East Timor voted overwhelmingly for independence in 1999 and the nation building, including reforming education, in this post-conflict small state began. The book reports how, through the commitment of the partners to capacity building and transforming education, East Timorese staff have assumed positions of responsibility in the Institute. ICFP has received very positive accreditation reports from the national authority in terms of its vision, courses, staff and student quality, and infrastructure. The significance of the challenge and what has been achieved in this teacher education institute is studied against the history of the East Timorese people and the educational policies of their former colonial powers. The history, scope and responsibilities of the partnership reveal how the partners were of one mind in terms of foundational values, institutional deliverables, infrastructure and sustainability for the Institute. This educational capacity building and its outcomes are testimony to the relevance of the development principles of the Paris Declaration and the Accra Accord as well as to the partners’ shared vision as faith-based people and organisations and their commitment to Catholic social teaching.

In May 2002 Timor Leste (East Timor) emerged as a new nation after centuries of foreign rule and decades of struggle for independence. Its birth was a painful one; a United Nations-brokered Popular Consultation in August 1999, in which an overwhelming majority of the people opted for independence, was followed by several weeks of vengeful violence, looting, and destruction by pro-Indonesia militias. It left the territory and all of its essential services devastated. In this context, the United Nations Transitional Administration in East Timor (UNTAET), with the country's leaders and people and many other partners, set about restoring order and services, building a government structure, and preparing for independence. This paper summarizes the rehabilitation and development of the health sector from early 2000 to the end of 2001.

This book presents the results of a study that examined the multiple layers of stigma and discrimination experienced by women infected and affected by HIV/AIDS in a low socio-economic area of Mumbai, India. Using exploratory qualitative methods and underpinned by the psychosocial framework and gendered perspectives the study attempts to represent the voicesof affected and infected women. The book first focuses on a global overview of HIV,presents data on the Indian context and provides a synthesis of HIV in relation to stigma, discrimination and gender. The second part of the book probes the depth of impact on women’s lives using the lenses of gender, economic status, the environment and physical health. The framework was further modified and extended to include threats revealed by and strengths indentified in infected and affected women. The analysis revealed that strategies to address stigma and discrimination need to address the social, cultural, religious and systemic barriers to changing attitudes. The book portrays the resilience of each woman’s spirit and the unique capacity of the women to cope, to find strength, to pursue life and to maintain hope when their dreams and the dreams of their children have been shattered through HIV/AIDS.

Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. Increasing inequalities, political movements and violent extremism across the world cause social and political instability in which education is enormously implicated. Placed firmly in this wider global context, this volume explores interactions between education and armed conflict during the 'People's War' (1996 – 2006) in Nepal. Building upon theoretical concepts that deal with multifarious links between education and conflict, Tejendra Pherali provides a critical analysis of the contentious role of education in the emergence of conflict, as well as the effects of violence on education. Pherali engages with sociological and political theories to analyse the emergence and expansion of armed rebellion and discuss implications for peacebuilding and social transformation. He argues that education in Nepal played a complicit role in the conflict, primarily benefitting the traditionally privileged social groups in the society and hence, perpetuating the existing structural inequalities, which were the major causes of the rebellion. Schools, trapped in the middle of the conflict between the Maoists and the security forces, became a significant political space that facilitated critical education, providing intellectual strength to the violent rebellion. Exploring education after the conflict, the author argues that the reconstruction should adopt a 'conflict-sensitive' approach to deal with issues concerning educational inequity, social exclusion, and political hegemony of the privileged social groups. The volume provides invaluable insights into post-conflict opportunities and challenges for educational reforms that align with inclusive democracy, social justice and equitable development.
