In recent years serious concerns emerged over the state of European democracy. Many democracy indices are reporting a year-on-year drift towards less liberal politics in the countries of the European Union. Polls regularly suggest that the voters are coming to question democratic norms more seriously than for many decades. Here, Richard Youngs assesses these risks as many analysts, journalists and politicians stressed the danger of Europe descending into an era of conflict, driven by xenophobic nationalism and nativist authoritarians slowly dismantling liberal democratic rights. In 2020, the Covid-19 pandemic has intensified these fears. There is another side of the democratic equation, however. Youngs argues that governments, EU institutions, political parties, citizens and civil society organisations have gradually begun to push back in defence of democracy. With each chapter, Youngs shows how many governmental, political and social actors have developed responses to Europe's democratic malaise at multiple levels. Europe's democracy problems have been grave and far-reaching. Yet, a spirit of democratic resistance has slowly taken shape. This book argues that the pro-democratic fightback may be belated, but it is real and has assumed significant traction with various types of democratic reform underway, including citizen initiatives, political-party changes, digital activism and EU-level responses.

But despite unprecedented progress, there is growing dissatisfaction with the state of democracy and deepening mistrust of democratic institutions; a situation exacerbated by the economic crisis. A broad consensus is forming as to the urgent need to examine the origins of the crisis and to explore visions and strategies which could contribute to rebuilding confidence in democracy. The authors of this book have developed a new and stimulating approach to the analysis of the transitions of Bulgaria, the Czech Republic, Hungary, and Slovakia to democracy and a market economy. This book sets out to provide a thorough comparative analysis of the challenges which face the emerging democracies of Central and Eastern Europe and considers the impact of political change. Drawing heavily on available survey data, the book provides an in-depth account of how the new democracies of Central and Eastern Europe have coped with four major challenges: political fragmentation, nationalism, lack of respect for human rights, and poorly developed civil service systems. The book demonstrates that although the first few years of the 1990s were marked by increasing disenchantment with the new regimes, the change of governments as a direct result of the electoral process and the prospects for European integration have served to reverse this negative trend. Indeed, the authors find that the new political systems have managed to cope with the challenges so effectively that striking similarities with Western democracies are now apparent.

Whereas ‘democracy’ assumes a single demos or people, ‘demoi-cracy’ refers to democratic government and governance in a polity constituted by separate peoples. Since the European Union consists of many demoi with different collective identities, largely separate public spheres, and a predominantly national political infrastructure, demoi-cracy is an appropriate standard for the analysis and evaluation of democracy in the EU. In its vertical dimension, demoi-cracy is based on the equality and interaction of citizens’ and statespeoples’ representatives in the making of common policies. Horizontally, it seeks to balance equal transnational rights of citizens with national policy-making autonomy. This volume offers exemplary studies exploring the potential for and the workings of demoi-cracy in the EU across a broad range of institutions and issues in both its vertical and horizontal dimensions. In particular, the contributions address the following questions: Is demoi-cracy relevant to citizen attitudes and public discourse on the EU’s legitimacy? How do national and supranational democratic institutions interact? Do the EU’s modes of governance, such as regulation through agencies, mutual recognition, and the open method of coordination, meet demoi-cratic expectations?
