It was a case of people between 18 and 50 and you had to be fit because it was mainly physical work. For men, it was mines and agricultural work and brick factories and women, mainly textiles.''We were thinking it was temporary. We were thinking the war would restart with the west and the east, and that the west would win, and we would be going home. But, it wasn't like that.'After the Second World War, thousands of Latvian, Lithuanian and Estonian refugees, uprooted by war and conflict in their homelands, were recruited from Displaced Persons Camps in Germany to fill labor shortages in Britain. This unknown episode in Britain's immigration history is brought to life in this book, through interview extracts and documentary sources. Women were the first recruits to the so-called European Volunteer Worker Schemes, in which 25,000 Baltic men and women came to Britain between 1946 and 1951, to work in hospitals, textiles, agriculture, coal mining and other undermanned areas of industry. Initially regarding their stay in Britain as temporary, a majority of these Latvian, Lithuanian and Estonian men and women remained in Britain their whole lives. Recently joined by more migrants from the Baltic States, this book tells the story of Britain's Baltic communities, from the earliest accounts of their arrival in Britain to the present day.

The suggestion has been made to me that in these days of rapid development, when proposals, so bewildering in their extent, for change and for reconstruction are being made, it would be useful to present in popular form and in the compass of a small volume some general statement of the character of the varied problems which have arisen and of the principles which should guide in their solution. Possibly it seemed that a long and varied life engaged in law, politics, and education, which also had touched to some slight extent on the actual work of certain departments of Government, and had offered opportunities for travel in European countries and in the East, might furnish some qualifications for such a task. It is not one that can be undertaken without a sense of inadequate knowledge, and still more inadequate power of expression; but such a challenge cannot be refused, provided that whoever accepts it believes that he has some things to say which ought to be said, some lines of thought which ought to be indicated, something to urge, the truth of which he is thoroughly convinced of. Without such conviction prevenient, "we doubt not" that books on serious subjects, even if clever, and public speech either from platform or pulpit, "do verily have the nature of sin," and the more eloquent they are the worse the offence; with it, the very incompleteness and imperfection in the mode of presentation may even stimulate others to more thought, and to make up deficiencies all the better for themselves.

Undoubtedly, the Second World War was one of the darkest periods of history. With untold losses and countless with physical and mental scars, there was little to celebrate except the relief of closure. Yet what happened once the noise of the shelling subsided and the smoke dissipated? Certainly, late 1940s peacetime Britain was far from easy. Unemployment, power cuts, rationing, national service etc. were difficult to deal with, especially taking into account the physical nature of even some of the most basic tasks. As thoughts turned to recovery of such issues as the economy and unemployment, there was still a need to maintain the Services to such a level that they could provide a peacetime presence in the Rhine area, for example. Of course there were individuals conscripted during the war who were needed for some of the physical rebuilding programs, the release of whom required national service from the next generation of young men and women. The coal industry needed its men back in the mines, for example. The call up to national service and demobilization led to a steady stream of young men and women needing either training or an occupation in civvy street. This was at a time when Service numbers needed to be reduced! A difficult balancing act to say the least. The longer term issues of the day are still casting shadows - even now in the 21st century. For example, some of the concepts in the Education Act of 1944 are still used today and nationalization of our transport infrastructure continues to be debated. Not forgetting of course that the Welfare State and the National Health Service were founded in the immediate post war years. Although undergoing evolution with time, the basic tenants of their foundation are as relevant today as they always were. There is one legacy of the Second World War which has mushroomed into a world-wide phenomenon, that of the Paralympic Games. Rehabilitating returning Service personnel with spinal injuries often led to little by way of an active life. The work of Sir Ludwig Guttmann FRS, that of using sport as a means of effecting rehabilitation, has led to treatments beyond expectations.
