On 28 April 2021, the Indonesian government, under President Joko Widodo, dissolved the Ministry of Research, Technology, and Higher Education (Kemenristek-Dikti). Since then, the management of higher education has been taken over by the Ministry of Education and Culture, while research and innovation are now the responsibility of the National Research and Innovation Agency (Badan Riset dan Inovasi Nasional, or BRIN). Based on Presidential Regulation (Perpres) Nos. 33 and 78 of 2021, various research institutes, such as LIPI, BATAN, LAPAN, and BPPT, and research agencies in some ministries have been or will be merged into BRIN, making it a “super-government agency” with an “overarching” role. With an Rp26 trillion budget allocated by the government for research per year and with a large number of researchers, BRIN is expected to boost national research and innovation and help the country catch up with countries such as Singapore and South Korea. BRIN, however, faces some serious challenges. It is not related to budget, infrastructure, or human resources, but to the research ecosystem and research culture of Indonesia. Technocratism, which has been restricting research in the country, will be its first challenge. Politicization of research institutions as indicated by the involvement of political parties in research supervision is another issue. Achieving an environment that makes good and healthy research possible built around an effective system of funding, academic rewards, and a vibrant academic community will be the third challenge. If BRIN manages to overcome these challenges sufficiently, it will be in a good position to enhance the capacity and competence of Indonesian researchers as the foundation for an advanced Indonesia by 2045.

This thesis on Madiun was written during a year spent at Cornell studying Southeast Asia on a State Department training program. I had just come from a three-year assignment in Indonesia (1968-1971) and was being trained for more service in the area. Searching for a thesis topic, I was drawn to the Madiun period: it was one of the most turbulent periods of the Indonesian revolution and one which had stirred a reasonable amount of controversy. I decided to take an in-depth look at the period, trying to come at it from an Indonesian perspective while keeping an eye cocked to world events. My methodology was simple: I read everything I could find on the subject and talked to as many people as possible. The further I got into my research, the more I realized that the key to understanding what had actually happened in 1948 was the newspapers of the period. These happily were available in abundance in Cornell's outstanding library and gave me not only an accurate chronology of events but a first-hand look at how people of the period viewed those events at the time-without the disadvantage of hindsight. I made what were to me some fascinating discoveries (historians' views of "fascinating" can be a bit obscure) and produced a thesis which is probably a bit more than most people would really like to know about the period. Hating to leave out anything, I added footnotes almost as long as the thesis itself. I had no preconceived notions when I started the thesis and tried to maintain my objectivity throughout. I was not looking for a particular solution to "what happened" and perhaps because of this, the thesis lacks a resounding conclusion. Since colonial rule, the island of Java served as Indonesia’s imagined centre and prime example of development, while the Outer Islands were constructed as the state’s marginalised periphery. Recent processes of democratisation and regional autonomy, however, have significantly changed the power relations that once produced the marginality of the Outer Islands. This book explores processes of political, economic and cultural transformations in Indonesia, emphasizing their implications for centre-periphery relations from the perspective of the archipelago’s ‘margins’. Structured along three central themes, the book first provides theoretical contributions to the understanding of marginality in Indonesia. The second part focuses on political transformation processes and their implications for the Outer Islands. The third section investigates the dynamics caused by economic changes on Indonesia’s periphery. Chapters writtten by experts in the field offer examples from various regions, which demonstrate how power relations between centre and periphery are getting challenged, contested and reshaped.
