Needs and Feasibility: A Guide for Engineers in Community Projects -- The Case of Waste for Life is the story of Waste for Life (WFL). WFL is a not-for-profit organization that works to promote poverty-reducing solutions to environmental problems, and its educational branch is an international consortium of universities in six countries, involving students in support of community development projects. WFL currently works in Lesotho and Argentina. We present the story of the development of WFL in each country as a case-based guide to engineers, professors and students interested in community development work, particularly in contexts very different from their own. We focus mainly on the set-up stages, framing the projects to ensure that community needs are adequately articulated and acted upon. We begin with needs assessment, what is it that needs to be done -- for whom and why? How feasible is this, technically, economically, and can we guarantee sustainability? Before we can decide any of this, we need to understand and map the territory -- who are the key players, who have the most influence, and who will be most impacted by what we are doing? What is the role of the local government? If the groups are working as cooperatives, what does this mean, and what are these groups looking for? What is the technical solution going to look like? If it is a product, how will it be marketed? What other social, environmental, and economic impacts will it have and on whom? Once these have all been negotiated, and it is clear that all parties are working towards a mutually acceptable goal, how do we move forward so that any dependence on external partners is removed? When do we bring students into the work? What role can they play? Should they stay at home and support the project from there or is it better to do work in the field? This guide will be useful for the student engineer or the experienced engineer or professor who is interested in moving towards socially just engineering development work but has no idea where to begin. The real difficulties and on the ground issues encountered by the Waste for Life team are presented honestly and with the knowledge that we must learn from our mistakes. Only then can we hope to gain a better understanding of our potential role in supporting community development and move towards a better future. Este libro tiene como propósito estudiar las relaciones sociales que organizan ese conjunto de personas dedicadas a la recolección y clasificación de productos reciclables en la ciudad de Buenos Aires, los llamados"cartoneros". Esta población comienza a ser mayormente visibilizada entre los años previos y posteriores a la crisis del 2001. No bien se masifica el fenómeno cartonero, un conjunto de investigadores destacó la novedad del "sujeto". En contraposición a los "viejos" cirujas, los "nuevos" cartoneros tendrían características específicas y disímiles. Sin embargo, la novedad se encuentra en las transformaciones que la clase obrera ha sufrido en los últimos cuarenta años, la más importante de las cuales es la aparición de una vasta sobrepoblación relativa de la cual los cartoneros son apenas una de sus tantas expresiones fenoménicas. Esta fracción ha permitido la aparición de nuevas ramas de producción hasta ahora ausentes en la historia argentina, una de las cuales es, precisamente, el reciclado de papel. Rama que solo puede sostenerse por la existencia de esta sobrepoblación relativa, sus bajísimos salarios y sus terribles condiciones de existencia. No solo hablamos de población que se reproduce como obrera, sino que actúa, se moviliza y se organiza como tal. De allí que sus acciones acompañen el movimiento general de lucha de los últimos años y que sus condiciones actuales de existencia resulten ininteligibles sin ese pasaje del en sí al para sí. Solid waste is a major urban challenge worldwide and decisions over which technologies or methods to apply can have beneficial or detrimental long-term consequences. Inappropriate management of solid waste can lead to damaging environmental impacts, particularly in the megacities of the Global South. Urban Recycling Cooperatives explores the multiple narratives and interdisciplinary nature of waste studies, drawing attention to the pressing social, economic and environmental challenges related to waste management. The book asks questions such as: how do we define waste and our relation to it; who is involved in dealing with waste; and what power interactions become manifest over issues of accessing and managing waste? In recent years informal cooperatives have emerged, devoted to recycling household and business waste before reclassifying it and redirecting it to the authorities. Hence, these workers are able to reclaim significant amounts of natural resources and thus contribute to the saving of resources and lessened waste management expenditures. With particular reference to the Brazilian megalopolis of São Paulo, this book describes this paradigm shift in the general understanding of waste as unwanted discard towards the recognition of waste as a resource that must be recovered for reuse or recycling. Understanding the various meanings given to human and citizenship rights in Argentina is an important task, particularly so given the nation's prominence in global discussions. An "exporter" of tactics, ideas, and experts, Argentina has become a site of innovation in the field of human rights. This book investigates two prominent Buenos Aires protest organizations—Memoria Activa and the BAUEN workers' cooperative—to consider how each has framed its demands within a language of rights. Fundamentally, this book is concerned with the complex interrelationship between the discourse of human rights and the neoliberal project. In exploring the way in which "rights talk" is used and adapted locally by various activist groups, the book looks at the mutually formative and contentious interactions between ideas of human rights, rights of citizenship, and the concrete and envisioned social relationships that form the basis for social activism in the wake of neoliberalism.
