Widely noted for his role in the passage of the National Reclamation Act of 1902, Francis G. Newlands of Nevada was a champion of the growth of federal power in the modernization of America. One of the few liberal national Democrats at the beginning of the twentieth century, he is known as a key architect of the modern regulatory state. Newlands worked to irrigate the Nevada desert and other arid western states with nationally funded reclamation and dam-building projects. As a leading western Progressive, he supported national planning for the utilization of all the nation's water resources, the Progressive conservation cause espoused by Republican Theodore Roosevelt, and the supervision of private corporations by an enlarged and more powerful federal government. Yet he opposed Progressives on many issues, voicing suspicions about centralized banking, defending the right of private corporations to fair treatment by public regulatory agencies, even advocating the denial of suffrage to African Americans through the repeal of the Fifteenth Amendment. William Rowley's biography reveals a complicated and sophisticated man who successfully lived a dual political life under a cloud of personal and public scandal. In an age of mass camera surveillance people in the UK have become the most watched, catalogued and categorised people in the western world, all with little public debate or opposition. Nor has there been much more critical research that understands CCTV within the broader social relations out of which it has grown and consolidated. The aim of this book is to analyse the use of CCTV within this broader social, political and ideological context, focusing on relations between surveillance, power and social order, using Liverpool as a case study. At the same time the book provides a study of social control in Liverpool city centre, exploring the development of, and meaning attributed to, social control practices by those at the centre of the implementation and management of these practices. As such the book is a study of the 'locally powerful', their organisation through the local state, and their perceptions of order and disorder in the city centre. Liverpool's CCTV network is thus seen as emblematic of the developments in social control which the book explores. The book makes a key contribution to theoretical debates around social control in four respects: it places the analysis of CCTV within an understanding of the social relations in which the technology emerged; it analyses CCTV as a normative tool of social control and not merely as a piece of crime prevention technology; it considers how social scientists and criminologists think about and understand social control in the contemporary setting; and finally it seeks to draw lessons from the Liverpool case study and considers their applicability to the study of CCTV more generally.

In this challenging work, the author argues that the goal of any food system should not simply be to provide the cheapest calories possible. A secure food system is one that affords people and nations – in both the present and future – the capabilities to prosper and lead long, happy, and healthy lives. For a variety of reasons, food security has come to be synonymous with cheap calorie security. On this measure, the last fifty years have been a remarkable success. But the author shows that these cheap calories have also come at great cost, to the environment, individual and societal well-being, human health, and the food sovereignty of nations. The book begins by reviewing the concept of food security, particularly as it has been enacted within agrifood and international policy over the last century. After proposing a coherent definition the author then assesses empirically whether these policies have actually made us and the environment any better off. One of the many ways the author accomplishes this task is by introducing the Food and Human Security Index (FHSI) in an original attempt to better measure and quantify the affording qualities of food systems. A FHSI score is calculated for 126 countries based on indicators of objective and subjective well-being, nutrition, ecological sustainability, food dependency, and food system market concentration. The final FHSI ranking produces many counter-intuitive results. Why, for example, does Costa Rica top the ranking, while the United States comes in at number fifty-five? The author concludes by arguing for the need to reclaim food security by returning the concept to something akin to its original spirit, identified earlier in the book. While starting at the level of the farm the concluding chapter focuses most of its attention beyond the farm gate, recognizing that food security is more than just about issues surrounding production. For example, space is made in this chapter to address the important question of, "What can we eat if not GDP?" We need, the author contends, a thoroughly sociological rendering of food security: a position that views food security not as a thing – or an end in itself – but as a process that ought to make people and the Planet better off.
