Reclaiming the Public defines and defends the intrinsic value of “the public” that resides in our public institutions and the officials that run them. The book argues that public institutions do not simply act for us but instead speak and act in our name; i.e., they represent us. Representation requires that decisions made by public institutions or officials are consistent with the perspectives of citizens. If the decisions satisfy this requirement, these decisions are attributable to citizens, and citizens can be held responsible for them. This theory of political authority accounts for major features of our legal system, such as the non-instrumental grounds for the separation of law-making powers, the non-instrumental value of constitutions, the limits of privatization, the nature and value of public property, and the impermissibility of using artificial intelligence in setting certain policies and making certain decisions.

The book discusses boundaries of electoral inclusion and mechanisms of electoral representation in contemporary democracies. While the ancient Athenians took the idea of rule by the people to require direct popular participation in public decision-making and the appointment of officials by lottery mechanisms, democracy is nowadays interpreted electorally. We partake in government mostly by electing the legislative, and sometimes executive, officials who in turn make the substantive decisions. Yet, who “we” is and how electoral representation should function remains hotly contested. Controversies abound about the proper configuration of the demos – the body of persons who are enfranchised – the ways it is to exercise electoral choice and agency. This book takes up several carefully selected questions from these theoretical and political debates. Looking at the (dis)enfranchisement of children, cognitively disabled persons, and refugees, and discussing the forms of representation that might be afforded to external voters, future generations, and non-citizens, the contributions develop innovative arguments applying the basic principles of electoral democracy to the complexities of specific, real-world cases. Doing so, the contributions offer timely, yet unorthodox, perspectives on the theory and practice of electoral democracy. Representation is integral to the functioning and legitimacy of modern government. Yet political theorists have often been reluctant to engage directly with questions of representation, and empirical political scientists have closed down such questions by making representation synonymous with congruence. Conceptually unproblematic and normatively inert for some, representation has been deemed impossible to pin down analytically and to defend normatively by others. But this is changing. Political theorists are now turning to political representation as a subject worthy of theoretical investigation in its own right. In their effort to rework the theory of political representation, they are also hoping to impact how representation is assessed and studied empirically. This volume gathers together chapters by key contributors to what amounts to a "representative turn" in political theory. This book, based on the Clarendon Lectures in English for 2017, argues that the literature of the English Reformation marks a turning point in Western thinking about literature and literariness. But instead of arguing that the Reformation fostered English literature, as scholars have often done, Victoria Kahn claims that literature helped undo the Reformation, with implications for both poetry and belief. Ultimately, literature in the Reformation is one vehicle by which religious belief was itself transformed into a human artifact, whether we understand this as a poetic artifact or a mental fiction. This transformation in turn helped produce the eighteenth-century discipline of aesthetics, with its emphasis on our experience of non-cognitive pleasure in the work of art, and the modern formalist definition of literature, according to which—in the words of one critic—'literature solves no problems and saves no souls.' This modern definition of literature, in short, has a history, this history is intertwined with the problem of belief, and by returning to the fraught years of the late sixteenth and seventeenth century in England, we can come to a new understanding of how the trouble with literature has shaped our discipline. The first lecture contrasts modern and early modern understandings of literature and literariness. The second and third lectures focus on Thomas Hobbes and John Milton. The fourth lecture treats the work of Immanuel Kant, Søren Kierkegaard, and J.M. Coetzee.
