In the 1970s the Quinault and Suquamish, like dozens of Indigenous nations across the United States, asserted their sovereignty by applying their laws to everyone on their reservations. This included arresting non-Indians for minor offenses, and two of those arrests triggered federal litigation that had big implications for Indian tribes’ place in the American political system. Tribal governments had long sought to manage affairs in their territories, and their bid for all-inclusive reservation jurisdiction was an important, bold move, driven by deeply rooted local histories as well as pan-Indian activism. They believed federal law supported their case. In a 1978 decision that reverberated across Indian country and beyond, the Supreme Court struck a blow to their efforts by ruling in Oliphant v. Suquamish Indian Tribe that non-Indians were not subject to tribal prosecution for criminal offenses. The court cited two centuries of US legal history to justify their decision but relied solely on the interpretations of non-Indians. In Reclaiming the Reservation, Alexandra Harmon delves into Quinault, Suquamish, and pan-tribal histories to illuminate the roots of Indians’ claim of regulatory power in their reserved homelands. She considers the promises and perils of relying on the US legal system to address the damage caused by colonial dispossession. She also shows how tribes have responded since 1978, seeking and often finding new ways to protect their interests and assert their sovereignty. Reclaiming the Reservation is the 2020 winner of the Robert G. Athearn Prize for a published book on the twentieth-century American West, presented by the Western History Association.

Sovereign Schools tells the epic story of one of the early battles for reservation public schools. For centuries indigenous peoples in North America have struggled to preserve their religious practices and cultural knowledge by educating younger generations but have been thwarted by the deeply corrosive effects of missionary schools, federal boarding schools, Bureau of Indian Affairs reservation schools, and off-reservation public schools. Martha Louise Hipp describes the successful fight through sustained Native community activism for public school sovereignty during the late 1960s and 1970s on the Shoshone and Arapaho tribes’ Wind River Indian Reservation in Wyoming. Parents and students at Wind River experienced sustained educational discrimination in their school districts, particularly at the high schools located in towns bordering the reservation, not least when these public schools failed to incorporate history and culture of the Shoshones and Arapahos into the curriculum. Focusing on one of the most significant issues of indigenous activism of the era, Sovereign Schools tells the story of how Eastern Shoshones and Northern Arapahos asserted tribal sovereignty in the face of immense local, state, and federal government pressure, even from the Nixon administration itself, which sent mixed signals to reservations by promoting indigenous “self-determination” while simultaneously impounding federal education funds for Native peoples. With support from the Coalition of Indian Controlled School Boards and the Episcopal Church, the Wind River peoples overcame federal and local entities to reclaim their reservation schools and educational sovereignty.

In this groundbreaking book, the first Navajo to earn a doctorate in history seeks to rewrite Navajo history. Reared on the Navajo Nation in New Mexico and Arizona, Jennifer Nez Denetdale is the great-great-great-granddaughter of a well-known Navajo chief, Manuelito (1816Ð1894), and his nearly unknown wife, Juanita (1845Ð1910). Stimulated in part by seeing photographs of these ancestors, she began to explore her family history as a way of examining broader issues in Navajo historiography. Here she presents a thought-provoking examination of the construction of the history of the Navajo people (DinŽ, in the Navajo language) that underlines the dichotomy between Navajo and non-Navajo perspectives on the DinŽ past. Reclaiming DinŽ History has two primary objectives. First, Denetdale interrogates histories that privilege Manuelito and marginalize Juanita in order to demonstrate some of the ways that writing about the DinŽ has been biased by non-Navajo views of assimilation and gender. Second, she reveals how Navajo narratives, including oral histories and stories kept by matrilineal clans, serve as vehicles to convey Navajo beliefs and values. By scrutinizing stories about Juanita, she both underscores the centrality of womenÕs roles in Navajo society and illustrates how oral tradition has been used to organize social units, connect Navajos to the land, and interpret the past. She argues that these same stories, read with an awareness of Navajo creation narratives, reveal previously unrecognized Navajo perspectives on the past. And she contends that a similarly culture-sensitive re-viewing of the DinŽ can lead to the production of a Navajo-centered history.

Indigenous students remain one of the least represented populations in higher education.
