The Research Triangle Institute (RTI) began work for the U. S. Environmental Protection Agency (EPA) in 1983 to investigate contaminated sites in the United States where cleanup measures have been carried out to enable specific redevelopment of a site. This work resulted in a report issued by EPA in August 1986, documenting 16 uncontrolled hazardous waste sites. Case studies presented land use history and redevelopment objectives, the nature of the contamination, descriptions of the remedial actions undertaken, the planned upgraded reuse of the property, and the criteria for cleanup. During the course of the study of U.S. sites, it became apparent that contaminated land reclamation and redevelopment were of international interest. Thus, the EPA study was extended to include experiences in certain European countries. This report presents highlights of programs dealing with contaminated land in England, Wales, Sweden, the Netherlands, and then the Federal Republic of Germany. This report is a companion document to the August 1986 EPA report addressing reclamation and redevelopment in the U.S. (EPA/600/2-86/066).

Chemically contaminated land has only recently been recognized as an immediate or long-term potential hazard, and published guidance on how to tackle such land has been sparse. Indeed much of the available technical work emphasizes the risks and dangers, rather than indicating safe and economical strategies of reclamation. This book provides a comprehensive treatment of the important aspects of land reclamation. Its basic aim is to dispel the myths that have become associated with the subject and to indicate methods and strategies that can be used for safe and economical reclamation. The authors concentrate on the more important facets of reclamation and indicate where advice and information is more or less certain. As in any newly developed field there are still uncertainties and, for this reason, not all the chapters contain equivalent amounts of detail. All the authors have expertise in the field of land reclamation, and differences in emphasis between authors reflect the present state of the subject. Overall, the book emphasizes that contaminated land can be reclaimed safely provided that sufficient attention is paid to detail and that the proposed end use of the land is appropriate and based on a detailed knowledge of the site.

Contaminated land policy is a key concern of governments and policy makers across the globe, yet discussion has traditionally focused on the particular experience of the United States. This major new book develops a framework for assessing laws and regulations regarding contaminated land and polluted properties, their clean up and reuse, and the assignment of costs and responsibilities for reclamation. In Contaminated Land, the authors, a European and two Americans, lay out a framework for cross- national comparisons of policy contexts as well as ways of examining the outcomes of different approaches to contaminated land and systematically compare approaches to this issue in both the EU and US. The use of this framework leads to a reassessment of specific policies, such as the polluter pays principle, which may be more successful in the EU than it has been in the US, and subsidiarity which, while problematic in Europe, may hold promise in a US application.
