Las independencias hispanoamericanas interrumpieron de forma abrupta las relaciones no solo políticas, sino también demográficas, económicas y culturales que durante casi trescientos años habían vinculado estrechamente a España con sus territorios americanos, ahora emancipados. La resistencia española a reconocer la independencia de sus antiguas colonias retrasó el comienzo del proceso de normalización de sus relaciones con los nuevos Estados americanos hasta el segundo tercio del siglo xix. Esta prolongada incomunicación hizo que los antiguos vínculos fueran en parte desdibujándose, mientras la exmetrópoli -lejos ya de su condición de gran potencia imperial- y las jóvenes naciones hispanoamericanas seguían distintos derroteros. La reconstrucción de la intrincada red de relaciones que habían unido con anterioridad ambas orillas del Atlántico tendría lugar sobre nuevas bases a través de un proceso que se extendería a lo largo de toda la centuria y que no concluyó realmente hasta la pérdida por España de los restos de su imperio colonial. La presente obra colectiva analiza desde distintas vertientes algunas de las principales facetas de este reencuentro, cuyo desarrollo condujo a la progresiva normalización de las relaciones entre España y las nuevas naciones americanas. Un proceso condicionado por las pulsiones intervencionistas de la España isabelina y la declinante presencia española en Cuba y Puerto Rico, pero también por el progresivo restablecimiento de las relaciones migratorias, comerciales y culturales que contribuirían a redefinir sobre nuevas bases los vínculos entre ambas orillas del Atlántico, haciendo que estos comenzaran a cobrar la importancia que alcanzarían durante el siglo xx. Con respecto a este periodo de sufrimiento humano, el Seor Jess dijo: "Porque aquellos das sern de tribulacin cual nunca ha habido desde el principio de la creacin que Dios creo, hasta este tiempo, ni la habr" (Marcos 13:19 VRV). La "gran tribulacin" ser un periodo caracterizado por guerra, hambre y desastres naturales a gran escala, esparcidos por toda la Tierra. La Biblia dice que 25 y 33 por ciento de la poblacin mundial morir durante ese periodo como resultado de dos eventos globales. Si esos eventos ocurrieran en nuestro tiempo, 3.56 billones de la poblacin del mundo, morira.

The truth commission is an increasingly common fixture of newly democratic states with repressive or strife-ridden pasts. From South Africa to Haiti, truth commissions are at work with varying degrees of support and success. To many, they are the best--or only--way to achieve a full accounting of crimes committed against fellow citizens and to prevent future conflict. Others question whether a restorative justice that sets the guilty free, that cleanses society by words alone, can deter future abuses and allow victims and their families to heal. Here, leading philosophers, lawyers, social scientists, and activists representing several perspectives look at the process of truth commissioning in general and in post-apartheid South Africa. They ask whether the truth commission, as a method of seeking justice after conflict, is fair, moral, and effective in bringing about reconciliation. The authors weigh the virtues and failings of truth commissions, especially the South African Truth and Reconciliation Commission, in their attempt to provide restorative rather than retributive justice. They examine, among other issues, the use of reparations as social policy and the granting of amnesty in exchange for testimony. Most of the contributors praise South Africa's decision to trade due process for the kinds of truth that permit closure. But they are skeptical that such revelations produce reconciliation, particularly in societies that remain divided after a compromise peace with no single victor, as in El Salvador. Ultimately, though, they find the truth commission to be a worthy if imperfect instrument for societies seeking to say "never again" with confidence. At a time when truth commissions have been proposed for Bosnia, Kosovo, Cyprus, East Timor, Cambodia, Nigeria, Palestine, and elsewhere, the authors' conclusion that restorative justice provides positive gains could not be more important. Esta obra demuestra que la lógica de la violencia en las guerras civiles tiene mucho menos que ver con emociones colectivas, ideologías, culturas o «avidez y agravio» de lo que realmente se creía.La manipulación de las organizaciones políticas por parte de los actores locales, que pretenden dañar a sus rivales, marca un proceso de privatización de la violencia política en mayor medida que la politización de la vida privada, tal como con más frecuencia se ha creído. Desde esta perspectiva, la violencia es un proceso que tiene lugar más a causa de la aversión humana que a causa de una predisposición hacia la violencia homicida, lo que explica la paradoja de la explosión de la violencia en contextos sociales que se caracterizaban por altos niveles de contacto interpersonal, intercambio y hasta confianza. De ahí que el comportamiento individual en la guerra civil hubiera de ser interpretado no tanto como una instancia de anomia social sino más bien como una manifestación perversa de abundante capital social.

This edited volume summarizes the work of a research group, called Social Bonds and Cultures of Peace that accompanies and supports victims of socio-political violence in Columbia. The individual chapters focus on the ongoing violence in the Colombian context, a complex and dynamic area in which various groups (drug traffickers, national armed forces, guerrilla fighters, self-defence groups) have been engaged in organized violence for more than 60 years. Emphasis is placed on the psychological consequences of violence and various forms of psychosocial support that psychologists have been providing to the victims of violence. Central to their work is the notion of "accompanying" those who have been victims of violence, listening to them, engaging them in dialogue and working together to strengthen the resources of victims. The recovery of individual and collective memories of atrocities is discussed as an important avenue for healing and for the empowerment of individuals and groups. The solidarity among victims creates opportunities at the grassroots level to pursue truth, reveal perpetrators of violence, seek public acknowledgment and attain social justice. For perpetrators of violence and members of armed groups, the book addresses a host of psychosocial issues related to disarming, demobilizing and reintegrating former combatants, including children, into society. Throughout the book, in the spirit of peace psychology, the researchers are engaged in a form of praxis that is cognizant of the wider geohistorical context within which victims and perpetrators are embedded and the dialectical relationship between micro and macro-level events and change. Researchers in Latin American studies, peace psychology, social justice and transitional justice, will find this volume to be an excellent resource.
