The events of September 11, 2001 were a significant watershed in the emerging global order. However, the nature and consequences of this changing global order remain unclear. This book argues that this new order is as much the result of issues relating to the evolving methods and forms of governance, as of the new role and position of the United States in the world system. Using an innovative framework, derived from the work of Carl Schmitt, Kanishka Jayasuriya explores the nexus between domestic political and constitutional structures and the global order, and examines how the post-war framework of international liberalism is crumbling under the new pressures of globalization. The Doha Round of WTO negotiations commenced in November 2001 to further liberalize international trade and to specifically seek to remove trade barriers so developing countries might compete in major markets. Shifting Sovereignties explores practical manifestations of sovereignty from antiquity to the Anthropocene. Taking a global-history perspective and centring Africa, the Middle East, and Asia, it destabilises overly neat theoretical notions of the concept. Shifting Sovereignties shows that, in practice, sovereignty is far from absolute, perpetual, indivisible, or supreme; rather it is fuzzy, compromised, fragmented, and layered. From these observations, the authors derive a historical conceptualisation which makes change and contingency core aspects of the understanding of sovereignty. Rather than understanding sovereignty as a characteristic of individual states, Mihatsch and Mulligan propose the notion of “sovereignty regimes”: frameworks of legitimation enforced through mutual recognition. These regimes are created and managed by more or less institutionalised structures which embody what the authors call “system sovereignty.” Sovereignty regimes and system sovereignty are, like sovereignty itself, continuously changing and contingent. This process of change forms the core of the book. Shifting Sovereignties thus contributes a practical, historical perspective on a concept which is foundational in political science, international relations, and international law.

This edited volume critically examines the widely supported doctrine of the 'Responsibility to Protect', and investigates the claim that it embodies progressive values in international politics. Since the United Nations World Summit of 2005, a remarkable consensus has emerged in support of the doctrine of the ‘responsibility to protect’ (R2P) – the idea that states and the international community bear a joint duty to protect peoples around the world from mass atrocities. While there has been plenty of discussion over how this doctrine can best be implemented, there has been no systematic criticism of the principles underlying R2P. This volume is the first critically to interrogate both the theoretical principles and the policy consequences of this doctrine. The authors in this collection argue that the doctrine of R2P does not in fact embody progressive values, and they explore the possibility that the R2P may undermine political accountability within states and international peace between them. This volume not only advances a novel set of arguments, but will also spur debate by offering views that are seldom heard in discussions of R2P.
