Rethinking Europe's Future is a major reevaluation of Europe's prospects as it enters the twenty-first century. David Calleo has written a book worthy of the complexity and grandeur of the challenges Europe now faces. Summoning the insights of history, political economy, and philosophy, he explains why Europe was for a long time the world's greatest problem and how the Cold War's bipolar partition brought stability of a sort. Without the Cold War, Europe risks revisiting its more traditional history. With so many contingent factors--in particular Russia and Europe's Muslim neighbors--no one, Calleo believes, can pretend to predict the future with assurance. Calleo's book ponders how to think about this future. The book begins by considering the rival ''lessons'' and trends that emerge from Europe's deeper past. The global financial crisis and sovereign debt crisis exposed the inadequacy of European economic governance. Despite the multitude of new mechanisms and institutions that have arisen over the last few years, many contend that economic governance remains inadequate and the EU must integrate even further to calm still-volatile markets. A tension exists between creating effective instruments that will not overstep the authority delegated to an EU that has integrated economically but not politically. Can the EU’s economic governance system satisfy the demands of markets and politics? Relevant issues include the ability of supranational institutions to dictate policy to national governments, the harmonization of economic policies and institutions across Europe, and a substantial increase in the transfer of funds across borders. Can monetary union continue without political union? How will the new institutions alter the distribution of power between EU institutions as well as between member states? Redefining European Security is a collection of essays concerned with changing perspectives on peace and political stability in Europe since the end of the Cold War, in both the hard security terms of military capacity and readiness and in the realm of soft security concerns of economic stability and democratic reform. European governments, the European Union, and the North Atlantic Treaty Organization are dealing with the fundamental problem of determining the very parameters of Europe, politically, economically, and institutionally. This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

We are at a point in history where economic inequalities are more widespread each day. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.
