Usage of the political keyword 'propaganda' by the Chinese Communist Party has changed and expanded over time. These changes have been masked by strong continuities spanning periods in the history of the People's Republic of China from the Mao Zedong era (1949–76) to the new era of Xi Jinping (2012–present). Redefining Propaganda in Modern China builds on the work of earlier scholars to revisit the central issue of how propaganda has been understood within the Communist Party system. What did propaganda mean across successive eras? What were its institutions and functions? What were its main techniques and themes? What can we learn about popular consciousness as a result? In answering these questions, the contributors to this volume draw on a range of historical, cultural studies, propaganda studies and comparative politics approaches. Their work captures the sweep of propaganda – its appearance in everyday life, as well as during extraordinary moments of mobilization (and demobilization), and its systematic continuities and discontinuities from the perspective of policy-makers, bureaucratic functionaries and artists. More localized and granular case studies are balanced against deep readings and cross-cutting interpretive essays, which place the history of the People's Republic of China within broader temporal and comparative frames. On April 25, 1999, ten thousand Falun Gong practitioners gathered outside Zhongnanhai, the guarded compound where China's highest leaders live and work, in a day-long peaceful protest of police brutality against fellow practitioners in the neighboring city of Tianjin. Stunned and surprised, China's leaders launched a campaign of brutal suppression against the group which continues to this day. This book, written by a leading scholar of the history of this Chinese popular religion, is the first to offer a full explanation of what Falun Gong is and where it came from, placing the group in the broader context of the modern history of Chinese religion as well as the particular context of post-Mao China. Falun Gong began as a form of qigong, a general name describing physical and mental disciplines based loosely on traditional Chinese medical and spiritual practices. Qigong was "invented" in the 1950s by members of the Chinese medical establishment who were worried that China's traditional healing arts would be lost as China modeled its new socialist health care system on Western biomedicine. In the late 1970s, Chinese scientists "discovered" that qi possessed genuine scientific qualities, which allowed qigong to become part of China's drive for modernization. With the support of China's leadership, qigong became hugely popular in the 1980s and 1990s, as charismatic qigong masters attracted millions of enthusiastic practitioners in what was known as the qigong boom, the first genuine mass movement in the history of the People's Republic. Falun Gong founder Li Hongzhi started his own school of qigong in 1992, claiming that the larger movement had become corrupted by money and magic tricks. Li was welcomed into the qigong world and quickly built a nationwide following of several million practitioners, but ran afoul of China's authorities and relocated to the United States in 1995. In his absence, followers in China began to organize peaceful protests of perceived media slights of Falun Gong, which increased from the mid-'90s onward as China's leaders began to realize that they had created, in the qigong boom, a mass movement with religious and nationalistic undertones, a potential threat to their legitimacy and control. Based on fieldwork among Chinese Falun Gong practitioners in North America and on close examinations of Li Hongzhi's writings, this volume offers an inside look at the movement's history in Chinese popular religion.

This book examines the political parties which emerged on the territories of the former Ottoman, Qing, Russian, and Habsburg empires and not only took over government power but merged with government itself. It discusses how these parties, disillusioned with previous constitutional and parliamentary reforms, justified their takeovers with programs of controlled or supervised economic and social development, including acting as the mediators between the various social and ethnic groups in the respective territories. It pays special attention to nation-building through the party, to institutions (both constitutional and de facto), and to the global and comparative aspects of one-party regimes. It explores the origins of one-party regimes in China, Czechoslovakia, Korea, the Soviet Union, Turkey, Yugoslavia, and beyond, the roles of socialism and nationalism in the parties’ approaches to development and state-building, as well the pedagogical aspirations of the ruling elites. Hence, by revisiting the dynamics of the transition from the earlier imperial formations via constitutionalism to one-party governments, and by assessing the internal and external dynamics of one-party regimes after their establishment, the book more precisely locates this type of regime within the contemporary world’s political landscape. Moreover, it emphasises that one-party regimes thrived on both sides of the Cold War and in some of the non-aligned states, and that although some state socialist one-party regimes collapsed in 1989–1991, in other places historically dominant parties and new parties have continued to monopolize political power. China’s news sector is a place where newsmakers, advertising executives, company bosses, and Party officials engage one another in contingent and evolving arrangements that run from cooperation and collaboration to manipulation and betrayal. Drawing on long-term ethnographic fieldwork with journalists, editors, and executives at a newspaper in Guangzhou, The Currency of Truth brings its readers into the lives of the people who write, publish, and profit from news in this milieu. The book shows that far from working as mere cogs in a Party propaganda machine, these individuals are immersed in fluidly shifting networks of formal and informal relationships, which they carefully navigate to pursue diverse goals. In The Currency of Truth, Emily H. C. Chua argues that news in China works less as a medium of mass communication than as a kind of currency as industry players make and use news articles to create agreements, build connections, and protect and advance their positions against one another. Looking at the ethical and professional principles that well-intentioned and civically minded journalists strive to uphold, and the challenges and doubts that they grapple with in the process, Chua brings her findings into conversation around “post-truth” news and the “crisis” of professional journalism in the West. The book encourages readers to rethink contemporary news, arguing that rather than setting out from the assumption that news works either to inform or deceive its publics, we should explore the “post-public” social and political imaginaries emerging among today’s newsmakers and remaking the terms of their practice.
