This booklet considers the problems of urban unemployment and presents 21 case studies of urban areas dealing with the problem. The first chapter defines urban unemployment and classifies barriers to employment, trends in unemployment, and types of unemployed persons. Chapter 2 describes some general principles necessary to successfully combat the problem on the local level. There are two major considerations which make a program successful: (1) differentiating the groups needing help, i.e., disadvantaged youth, hard to employ adults, and dislocated workers; and within these groups identifying the problem specific to where they live and work; and (2) specifically tailoring the programs to meet the needs identified above. Chapters 3, 4, and 5 present the case studies, subdivided according to the particular group served (disadvantaged youth, hard to employ adults, dislocated workers). Each case study is presented in a summarized form and a contact person is listed at the end of each. The sources of initiative for the variety of programs surveyed include local elected officials (responsible for nine of the 21), private industry (responsible for six), community based organizations (responsible for five), and foundations (responsible for one). We develop a regional model where, in the city, unemployment prevails because of too high (efficiency) wages, while, in the rural area, workers are paid at their marginal productivity. We characterize the steady-state equilibrium and show that it is unique. We then consider two policies: decreasing urban unemployment benefits and subsidizing urban employment. We find that decreasing the unemployment benefit in the city creates urban jobs and reduces rural/urban migration since new migrants have to spend some time unemployed before they can find a job in the city. On the other hand, raising employment subsidies increases urban employment but may also increase urban unemployment because it triggers more rural/urban migration. In this respect, the employment subsidy policy can backfire by raising rather than reducing urban unemployment.

We study the role of unemployment in the context of the endogeneous formation of a monocentric city in which firms set efficiency wages to deter shirking. We first show that, in equilibrium, the employed locate at the vicinity of the city-center, the unemployed reside at the city-edge and firms set up in the city-center. We then show that there is a "spatial mismatch" between location and jobs because the further away from jobs the unemployed, the larger the level of unemployment. Finally, we derive some policy implications. We show that a policy that improves the city transportation network (by subsidizing the commuting costs of all workers) reduces urban unemployment, increases utilities of all workers but raises inequality, whereas a policy that supports the transportation of the unemployed only (by subsidizing their commuting costs) increases urban unemployment, does not always raise workers' utilities but reduces inequality. commuting costs.
