Independent parallel instrument approaches are conducted today only if the runway centerlines are 4300 ft apart or more. The rationale behind this criterion is reviewed, and the requirements for reducing the criterion to 3000 ft are evaluated. Although some benefit is derived from improvements in navigational accuracy, the performance of the surveillance system has the greatest impact on the required runway spacing. Dependent alternating instrument approaches to parallel runways are also evaluated. Currently such approaches require a runway spacing of 3000 ft or more. The effects of reducing this runway spacing are discussed, especially with regard to blunder recovery. Reducing the runway spacing required for these approaches could increase the arrival capacity and reduce delays at certain airports and would provide increased flexibility for planning new runways. As an outgrowth of the recommendations of the Industry Task Force on Airport Capacity and Delay Reduction, a simulation of closely spaced independent parallel runway operations under instrument meteorological conditions was conducted at the National Aviation System (NAS) Simulation Support Facility (NSSF) of the Federal Aviation Administration Technical Center. The simulation was conducted to determine (1) the impact of reduced runway spacings on the air traffic controller's ability to detect and resolve potential conflicts, and (2) the surveillance sensor accuracy and update rates needed to support closer runway separation. The NSSF environment was configured to simulate a terminal radar control room conducting independent parallel runway operations. Sixteen full-performance-level field controllers with monitor controller experience participated in the simulation as monitor controllers; final and local control positions were manned by Technical Center controllers. Six experimental conditions were simulated involving 48 1-hour data gathering experimental runs conducted over a 4-week period. Results indicated safe operations can be conducted at 3,400 feet runway separation provided a surveillance radar of at least a 2-second update rate and 2-milliradin accuracy is used. Some increase in penetrations of the no transgression zone will likely result from this reduction. (Author).

Under today's rules independent parallel approaches are restricted to runways separated by at least 4300 feet. Currently the FAA is investigating a proposal to achieve reductions down to 3000 feet with the use of an improved surveillance system (1 milliradian accuracy/1 second update). This paper proposes new procedures to achieve such reduction, using existing radars, by executing 'almost-parallel' MLS or ILS approaches. Almost-parallel approaches include curved paths where very shallow rates of turn are required and offset straight paths where the angle of offset with respect to the extended runway centerline is less than 3 degrees. Some issues of concern that arise, such as blunder resolution and pilot's loss of sight of other approach course during curved approaches, are discussed in this paper. Alternatives for an early implementation and site-specific sample applications are presented. The objective of this paper is to present in a concise manner this preliminary concept that has already generated some interest as a solution to reduced parallel operations. As with any new concept, analysis by all concerned parties have to be performed followed by simulations and/or demonstrations before the concept can be considered implementable. (Author).
