The notion of Central Asia emerged at a late stage, replacing that of “Tartary”, often associated with the Mongol Terror, in 1825 only. Two twentieth-century archaeological currents profoundly contributed to the revival of studies on this region: the French school led by the Délégation archéologique française en Afghanistan, and the Soviet school characterized by large multidisciplinary expeditions. The rediscovery of the region’s two main languages, Sogdian and Bactrian, has significantly furthered research on this cultural area encompassing Turkmenistan, Uzbekistan, Tajikistan, Kazakhstan, Kirghizstan and Afghanistan.

"Recently there was a wave of celebration of the 20th anniversary of independence in all Central Asian states, yet their nation building process is not complete and the perception of the national identity is still distorted. By its nature national identity should bring people together and unite them around common values and goals, in Central Asian states, however; national identity, conceived on ethnic basis, is a divisive force fragmenting people along the lines of ethnicity, religion, language, birth place, and social status. After the collapse of the Soviet Union, Central Asian republics--Kazakhstan, Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzsta--faced the difficult task of state- and nation-building. Although every Central Asian nation had its own challenges determined by its geography, ethnic and cultural composition, availability of natural resources and other factors, all of them faced same complexity that hindered the attaining of unity in those countries. As a result of abrupt dissolution of the Soviet Union, politically unstable, economically weak and interdependent, institutionally unprepared, and socially disorientated Central Asian states were in a serious crisis. In order to forge a new national identity, the political elites in all five Central Asian states decided to implement a nation building policy based on ethnicity. Ethnic nationalism was convenient and promising strategy capable of providing a sense of stability by uniting majority groups around the common and powerful link of ethnicity. In order to increase people's attachment to these new national identities, attractive myths regarding ethnic identities were created. In all of the Central Asian countries, the strategy of creating a national myth was similar. It consisted of rewriting history in order to show a strong attachment of the majority group to the present geographical location of the country as well as of choosing a historical figure that boosted the national pride of the dominant ethnic group. Consequently, Uzbeks have been putting emphasis on being successors of the famous conqueror Tamerlane who established Timurid Empire, Kyrgyz have been promoting the image of the mythical hero Manas, and Tajiks have been rediscovering their history that was linked to the Samanid Empire ruled by Ismail Samani, Kazakhs have been promoting nomadic culture and traditions, and Turkmens have been focusing on the Turkmen spiritual leader Magtymguly Pyragy. However, an important barrier to the nation building process around single ethnicity is the fact that most Central Asian states are multiethnic and multicultural societies. Thus, while ethnic nationalism provides the majority group a sense of belonging to the nation, minority ethnic groups in Central Asia do not easily embrace this new national identity and feel excluded from the nation building process. Moreover, majority ethnic groups also realize their dominance and often treat minorities unjustly. This creates tension and conflicts among the different ethnic groups. In the wake of Soviet disintegration, Central Asia became an idiom for the ensuing confusion in the post-Cold War climate of international affairs, characterized by inter-state order and intra-state anarchy. Dynamic changes associated with the end of communism, the 'revival' of ethnic, religious and clan mobilization and the gradual involvement of various international actors, have inspired extensive scholarly and policy engagement with the region. Yet most analyses fail to bring Central Asia into the mainstream of systematic interrogation. Focusing on the areas of politics, identity and education, this book looks at some of the most pressing and challenging issues that Kyrgyzstan faces in the post-Soviet era. It argues that Kyrgyzstan is challenged with oscillations between the old and the new on the one hand, and domestic and international on the other. The book analyses the process of post-Soviet transition in today’s Kyrgyzstan by focusing on the political elites, some of the major identity problems and educational issues. It discusses how Kyrgyzstan’s first president in the post-Soviet era had already been an exceptional leader even prior to the collapse of the Soviet Union in terms of his democratic and liberal tendencies. The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. Uzbekistan’s foreign policy from 1991 to 2016, starting from independence right up to the death of its first president, Islam Karimov, is one of the more distinctive approaches to international politics since the end of the Cold War. This distinctiveness rests on the republic’s gradual struggle for self-reliance upon becoming independent. Authorities in Uzbekistan, especially its President, were sceptics of the norms that came to prevail across regional and broader international politics. This book addresses the making of Uzbekistan’s general foreign policy and its corresponding effects outside Central Asia, particularly at the highest level, among state officials, heads of state and ministers. It shows how a particular set of promises, slogans and attitudes became the pillars upon which Uzbekistan’s international role was shaped, a role which then affected Tashkent’s twenty-five year relations with Russia, the United States, Germany and Turkey. The book argues that the Government of Uzbekistan sought to be recognised as a self-reliant power after independence, but that the international norms of the post-Cold War order, coupled with the conflicting aims of the partners with whom it interacted, hindered acknowledgement and contributed to a twenty-year struggle for recognition. Providing a thorough assessment of President Karimov’s legacy in the foreign policy domain, this book contributes to the developing field of role theory and recognition in International Relations.
