First published in 1998. This book makes an original contribution to our understanding of policy failures at the European and international level. On the basis of a comparative analysis the study shows how the co-ordination mechanisms available in the European Community and OECD have complicated the regulation of national policies on state aid to exporting industries. This failure can be explained in theoretical terms: international and supranational organisations are not neutral arbiters, but have interests of their own, interests which are not necessarily aligned with those of their member states. In detailed case studies of Britain, France and Germany the book examines how the preference structure of governments in the exercise of their promotion programmes contrasts with the policies enacted by international bureaucracies. Walzenbach’s interdisciplinary approach specifies the conditions under which policy co-ordination can have detrimental effects and thus, usefully corrects the benign view held by most regime theorists about transaction-cost reducing and efficiency enhancing role of such arrangement.

Seit mehreren Jahren schon werden Versuche unternommen, Gegenentwürfe zum "Rationality Project" zu formulieren. Das hatte zur Folge, daß der "Textbook Approach" (Nakamura 1987) der Policy-Analyse aufgegeben wurde, der von einem klar abgegrenzten Programm, der "bounded policy", ausgeht. Um die Turbulenz der "Unordentlichkeit" der politischen Wirklichkeit besser zu berücksichtigen, wurde der neue politikwissenschaftliche Institutionalismus in die Netzwerkanalyse integriert. Der Band behandelt die Modifikation der Policy-Analyse und deren veränderte Fragestellungen.

Die wissenschaftliche Tagung der Sektion "Entwicklungstheorie und Entwicklungs politik" befaBte sich mit der Rolle der staatlichen, supra-staatlichen und der nicht regierungsabMngigen Organisationen im EntwicklungsprozeB der Dritten Welt. Das vorliegende Buch ist ein Ergebnis dieser Tagung. Sie fand statt am 15.116. Septem ber 1988 im Rahmen des Jahreskongresses der Deutschen Vereinigung fOr Politi sche Wissenschaftt (DVPW) in Darmstadt. Der deutlich werdende Zusammenhang des theoretischen Schwerpunkts der Sektionstagung mit dem Gesamtthema des DVPW-Kongresses "Macht und Ohnmacht politischer Institutionen" war bei der langjahrig vorangegangenen Themenplanung der Sektion und der darauf fuBenden Festlegung nicht unbedingt intendiert, sondern hat sich eher ergeben. Nichts desto weniger, eine thematische Koinzidenz, die sich gut fOgte, die Interessen der Sek tionsmitglieder traf und sich fOr eine perspektivische Diskussion als recht ertragreich erwies. Mag insgesamt die Zeit reif sein, sich in den Sozialwissenschaften (wieder?) mit Institutionen zu befassen, wie das Gesamtthema der DVPW-Tagung annonciert, so bedarf eine Festlegung der thematischen Befassung auf Organisationen in der Ent wicklungssoziologie und -politik noch immer einer BegrOndung. In der Einladung zur Sektionstagung wird relativ selbstversUindlich aus dem katastrophalen und gegen Ober frOheren Jahren eher noch verschlechterten Zustand der LAnder dar Dritten Welt und in diesen Uindern auf die Relevanz der Frage nach den Leistungen der entwicklungspolitischen Organisationen nationalen und internationalen Zuschnitts geschlossen. Diese sicherlich naheliegende, wenn auch nicht einzige (vielleicht noch nicht einmal wichtigste) AnschluBfrage hat jedoch zunachst in der deutschen polito logischen und soziologischen Entwicklungsliteratur keineswegs eine ihr angemessene Aufmerksamkeit und Bearbeitung gefunden

The book presents articles on such key issues in peace research as the causes of war, conflict data, conflict diplomacy, non-violent sanctions and third- party diplomacy.
