The period following the American War of Independence was, for the France of Louis XVI, the high water mark of its diplomatic prestige. With France's arch-rival, Britain, humbled by the loss of her main north American colonies and deprived of any significant continental alliances, Louis felt confident that France could at last re-assume its natural role as the economic, political and military leader of Europe. That this did not happen, and if anything France's international prestige sunk even lower, was a bitter pill for its rulers, and one that was to have important ramifications beyond the sphere of foreign policy. Indeed, continued frustration at France's impotence on the world stage became a pressing domestic issue, with radically opposing solutions being put forward to bring about a 'national regeneration'. This work focuses on the policy responses of the National Constituent Assembly to the issues of global competition, especially in the maritime, colonial and economic sphere, and with particular reference to Anglo-French rivalry. These responses are contrasted to the policies of the 'reforming' royal government of the Pre-Revolution of 1787-1789. From this analysis of the Old and New Regimes' respective global policies, it is shown how French responses to the demands of international competition played a role in both fostering and shaping the Revolution of 1789. Moreover, Whiteman argues that in spite of profound ideological differences, in material terms there was a significant degree of continuity between the policies of the Constituent deputies and the Old Regime royal government.

The very existence of diversionary wars is hotly contested in the press and among political scientists. Yet no book has so far tackled the key questions of whether leaders deliberately provoke conflicts abroad to distract the public from problems at home, or whether such gambles offer a more effective response to domestic discontent than appeasing opposition groups with political or economic concessions. Diversionary War addresses these questions by reinterpreting key historical examples of diversionary war—such as Argentina's 1982 Falklands Islands invasion and U.S. President James Buchanan's decision to send troops to Mormon Utah in 1857. It breaks new ground by demonstrating that the use of diversionary tactics is, at best, an ineffectual strategy for managing civil unrest, and draws important conclusions for policymakers—identifying several new, and sometimes counterintuitive, avenues by which embattled states can be pushed toward adopting alternative political, social, or economic strategies for managing domestic unrest.

A unique theory of what happens when leaders fear a revolution abroad will spread to their own country and how that affects international relations. When do leaders fear that a revolution elsewhere will spread to their own polities, and what are the international effects of this fear? In Revolutionary Contagion, Chad E. Nelson develops and tests a theory that explains how states react to ideological-driven revolutions that have occurred in other nations. To do this, he analyzes four key revolutionary movements over two centuries-liberalism, communism, fascism, and Islamism. He further explains that the key to understanding the response to revolutions lies in focusing on the extent to which leaders fear upheaval in their own countries. According to the theory, Nelson argues, fear of contagion is driven more by the characteristics of the host rather than the activities of the infecting agents. In other words, leaders will fear revolutionary contagion when they have significant revolutionary opposition movements that have an ideological affinity with the revolutionary state. This study aims to update a classic of comparative revolutionary analysis, Crane Brinton's 1938 study The Anatomy of Revolution. It invokes the latest research and theoretical writing in history, political science, and political sociology to compare and contrast, in their successive phases, the English Revolution of 1640-60, the French Revolution of 1789-99, and the Russian Revolution of 1917-29. This book intends to do what no other comparative analysis of revolutionary change has yet adequately done. It not only progresses beyond Marxian socioeconomic "class" analysis and early "revisionist" stresses on short-term, accidental factors involved in revolutionary causation and process; it also finds ways to reconcile "state-centered" structuralist accounts of the three major European revolutions with postmodernist explanations of those upheavals that play up the centrality of human agency, revolutionary discourse, mentalities, ideology, and political culture.
