Rather than decrease firing costs across the board, a number of European countries have allowed firms to hire workers on fixed-duration contracts. At the end of a given duration, these contracts can be terminated at little or no cost. If workers are kept on however, the contracts become subject to regular firing costs. We argue in this paper that the effects of such a partial reform of employment protection may be perverse. The main effect may be high turnover in fixed-duration jobs, leading in turn to higher, not lower, unemployment. And, even if unemployment comes down, workers may actually be worse off, going through many spells of unemployment and fixed duration jobs, before obtaining a regular job. Looking at French data for young workers since the early 1980s, we conclude that the reforms have substantially increased turnover, without a substantial reduction in unemployment duration. If anything, their effect on welfare of young workers appears to have been negative

Focusing on Alabama's textile industry, this study looks at the complex motivations behind the "whites-only" route taken by the Progressive reform movement in the South. In the early 1900s, northern mill owners seeking cheaper labor and fewer regulations found the South's doors wide open. Children then comprised over 22 percent of the southern textile labor force, compared to 6 percent in New England. Shelley Sallee explains how northern and southern Progressives, who formed a transregional alliance to nudge the South toward minimal child welfare standards, had to mold their strategies around the racial and societal preoccupations of a crucial ally--white middle-class southerners. Southern whites of the "better sort" often regarded white mill workers as something of a race unto themselves--degenerate and just above blacks in station. To enlist white middle-class support, says Sallee, reformers had to address concerns about social chaos fueled by northern interference, the empowerment of "white trash," or the alliance of poor whites and blacks. The answer was to couch reform in terms of white racial uplift--and to persuade the white middle class that to demean white children through factory work was to undermine "whiteness" generally. The lingering effect of this "whites-only" strategy was to reinforce the idea of whiteness as essential to American identity and the politics of reform. Sallee's work is a compelling contribution to, and the only book-length treatment of, the study of child labor reform, racism, and political compromise in the Progressive-era South.

The past several decades have seen widespread reform of labor markets across advanced industrial countries, but most of the existing research on job security, wage bargaining, and social protection is based on the experience of the United States and Western Europe. In Inequality in the Workplace, Jiyeoun Song focuses on South Korea and Japan, which have advanced labor market reform and confronted the rapid rise of a split in labor markets between protected regular workers and underprotected and underpaid nonregular workers. The two countries have implemented very different strategies in response to the pressure to increase labor market flexibility during economic downturns. Japanese policy makers, Song finds, have relaxed the rules and regulations governing employment and working conditions for part-time, temporary, and fixed-term contract employees while retaining extensive protections for full-time permanent workers. In Korea, by contrast, politicians have weakened employment protections for all categories of workers. In her comprehensive survey of the politics of labor market reform in East Asia, Song argues that institutional features of the labor market shape the national trajectory of reform. More specifically, she shows how the institutional characteristics of the employment protection system and industrial relations, including the size and strength of labor unions, determine the choice between liberalization for the nonregular workforce and liberalization for all as well as the degree of labor market inequality in the process of reform.

Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies. Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population? This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectors of the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on local institutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.
