La Facultad de Derecho, Ciencias Políticas y Sociales y el Centro de Pensamiento en Salud de la Universidad Nacional de Colombia, vienen centrando sus esfuerzos académicos para estudiar la realidad y perspectiva del fenómeno pensional, bajo los escenarios jurídicos, económicos, actuariales, demográficos y sociales. Para tal efecto, se invitó a participar en este proceso a investigadores y académicos, nacionales e internacionales, quienes abordaron, para su análisis, algunos de los tópicos más relevantes sobre la configuración, desarrollo, logros e insuficiencias de los dos regímenes pensionales que estructuran el sistema pensional dual o paralelo en Colombia. En los escritos se han de encontrar análisis y respuestas para algunos interrogantes (planteados), bien sea bajo la configuración de reformas de carácter estructural, o bien, por reformas de carácter paramétrico. Este texto tiene, como propósito central, reflexionar desde la Academia y contribuir en el debate abierto y público, en la sociedad colombiana, sobre los enfoques y propuestas para superar la precaria situación del sistema de seguridad social, lleno de incertidumbres, con nuevos riesgos procedentes de la globalización, y de la incorporación en la vida ciudadana de las tecnologías que acompañan la cuarta revolución industrial, y demandan nuevas formas de protección social y de superación de las brechas de género.

The experience of privatization of social security has been predominantly in the Latin American region. Eight countries have undertaken either full or partial privatization of pensions: Argentina, Bolivia, Chile, Colombia, El Salvador, Mexico, Peru, and Uruguay. What did the policymakers expect? In the 1990s, numerous Latin American nations privatized their public pension systems. These reforms dramatically transformed the way these countries provide retirement income, and they provoked widespread protests from workers and pensioners alike. Retiring the State represents the first book-length study of the origins of this surprising trend. Drawing on original field research, including interviews with key policymakers, Madrid argues that the recent reforms were driven not by social policy, but by macroeconomic concerns. Countries facing growing financial pressures chose to privatize their pension systems largely to boost their domestic savings rates and reduce public pension spending in the long run. The author explores his arguments through detailed case studies of pension reform in Argentina, Brazil, and Mexico, a survey of social security privatization efforts in East Europe and Latin America as a whole, and a quantitative analysis of pension privatization worldwide.
