Gerakan reformasi administrasi sendiri di berbagai belahan dunia telah menjadi suatu gerakan massif yang dilakukan sebagai bentuk respons terhadap perubahan dinamika ekonomi, social, dan politik di ranah global. Sebelum lebih jauh membahas reformasi administrasi, barangkali terlebih dahulu dijelaskan secara singkat tentang administrasi dan karakteristiknya. Administrasi menurut Herbert Simon (1999 dalam Pasolong, 2010) adalah kegiatan-kegiatan kelompok kerjasama untuk mencapai tujuan bersama. Siagian (2004) mendefenisikan administrasi sebagai keseluruhan proses kerjasama antara dua orang manusia atas rasionalitas tertentu mencapai tujuan yang telah ditetapkan sebelumnya. Pasolong sendiri kemudian merangkum banyak definisi tentang administrasi dan menjelaskan bahwa administrasi adalah “pekerjaan terencana yang dilakukan oleh sekelompok orang dalam bekerjasama untuk mencapai tujuan atas dasar efektif, afisien dan rasional”.

Istilah good governance berasal dari bahasa Inggris yang berarti tata kelola pemerintahan yang baik. Penggunaan istilah ini pertama kali digunakan oleh Widrow Wilson sekitar 125 tahun yang lalu. Menurut Presiden Amerika Serikat ke-27 tersebut, pemerintah harus dijalankan berdasarkan tata kelola yang baik. Gagasan yang disampaikan dalam pidato tersebut mendapat tanggapan baik dari para akademisi. Pada perkembangan berikutnya, good governance berkembang menjadi ilmu pengetahuan. Meskipun telah disuarakan lama di negara belahan dunia yang lain, tetapi wacana good governance masuk ke Indonesia sekitar tahun 1998. Reformasi telah membuka ketertutupan negara oleh segala informasi dari luar negeri. Hal ini didukung oleh hasil interaksi pemerintah Indonesia dengan negara dan lembaga pemberi bantuan (donor). Wacana good governance pun semakin lantang disuarakan karena tekanan lembaga donor internasional, seperti World Bank, International Monetary Fund, Asian Development Bank, dan United National Development Program. Keniscayaan juga global telah mengubah pasar terbatas menjadi pasar bebas. Konsekuensinya, hal ini menjadikan pemerintah mengubah perannya sebagai regulator dan operator minimalis yang memberikan pengaruh pada politik ekonomi dalam bentuk privatisasi.
