Seminar paper from the year 2007 in the subject Politics - Political Systems - Germany, grade: A, Ryerson University (Canada Toronto Ryerson University), course: Public Administration and Governance , language: English, abstract: While frontrunners like the United Kingdom (UK) under Thatcher, the United States under Reagan and the New Zealand began New Public Management (NPM) reforms in the 1980s, Germany’s federal government level only showed movement toward modernization in the late 1990s, and efforts still have not gone far enough to be evaluated with confidence. The most notable government reforms were, undertaken by the local governments, which engaged in incremental reforms in the 1980s, and only began engaging in NPM after a ten-year delay in the 1990s, when the UK and other countries had started concentrating government reform efforts on engaging multi-stakeholder networks through local and public governance measures. Focusing on the local level of government I attempt to explain the puzzle as to why Germany was a decade behind in adopting NPM measures, and why the initiative to reform public management started primarily at the local level and remains mainly limited to the local level of government. Subsequently, the purpose of this paper is to illustrate to what extent local government reforms in Germany vary from those perused by the NPM pioneer, the UK. A focus will be on institutional and ideological particularities of the German NPM response, and detailed information about the NPM contents implemented in the Federal Republic will only be mentioned if they support comparative claims. Further, I will provide a broad assessment to what extent German reform feature can be ascribed directly to internation NPM influences. Relevant information about the UK, its governmental structure and reform efforts will be given. Moreover, the structure of the German government system, and local government reforms since the 1960s will be elucidated, followed by an evaluation of reasons as well as initiators behind reform efforts. Lastly, the reform effort in Germany will be broadly compared to those in the UK in order to classify the local administrative reforms in the Federal Republic.

Since the introduction of the Dengist reform in the late 1970s, the state bureaucracy in China has experienced four major restructurings, each of which entailed the redistribution of political power. According to the purpose and scale of reorganization, the restructuring of the State Council can be divided into two stages. At the first stage, covering the period 1982 to 1997, Deng Xiaoping and his Executives, Zhao Ziyang and Li Peng, restructured part of the government administration in order to integrate market forces into the central-planning system. The integration was not smooth because of the struggles between reformers and conservatives, so the restructuring met with a backlash. After the Ninth National People's Congress in March 1998, the restructuring has entered its second stage, characterized by a radical retrenchment of government organizations and employees both at the central and local levels. Critics of the Safe and Drug-Free Schools and Communities Act (SDFSCA) point to both structural and substantive failures to explain the program's ineffectiveness. Moves toward reauthorization in Congress create the opportunity to consider needed reforms. Reform options should target those students most in need, ensure effective implementation, promote evaluation, require accountability, improve program capacity, and constrain administrative costs. Chapter 1, "Introduction," reviews the societal and legislative trends culminating in passage of the SDFSCA. Chapter 2, "Assessment," critically examines the program, reviewing such weaknesses as stagnant budgets, poor distribution of funds, vague goals, and a lack of coordination with other programs. Recent changes and new guidelines have begun to improve program effectiveness. Chapter 3, "Changing the Program," offers criteria to use in evaluating proposed reforms and considers a recent Clinton-era reform effort. Chapter 4, "Conclusion and Recommendations," suggests that combining drug prevention and antiviolence efforts under one program should be reconsidered. Specific recommendations for reforms include changing the within-state allocation formula to better reflect district capacities, replacing formula with direct federal grants, and creating requirements for local and state efforts.
