In 1902 the Woman's Christian Temperance Union (WCTU) petitioned the Japanese government to stop rewarding good deeds with the bestowal of sake cups. Alcohol production and consumption, its members argued, harmed individuals, endangered public welfare, and wasted vital resources. This campaign was part of a wide-ranging reform program to eliminate prostitution, eradicate drinking, spread Christianity, and improve the lives of women. As Elizabeth Dorn Lublin shows, members did not passively accept and propagate government policy but felt a duty to shape it by defining social problems and influencing opinion. Certain their beliefs and reforms were essential to Japan's advancement, members couched their calls for change in the rhetorical language of national progress. Ultimately, the WCTU's activism belies received notions of women's public involvement and political engagement in Meiji Japan.

Japan's aggressive economic development has led many Americans to fear that it will lead to an equally aggressive nationalism reminiscent of the pre-World War II period. Beyond the Rising Sun demonstrates that such fears are unfounded. Although cultural nationalism is strong, Japan today is a stable and peaceful democracy. Professionals, academics, government officials, business people, and the general public will find this challenge to many current views about Japanese politics, people, and U.S.-Japanese relations provocative. There has long been concern that Japan's aggressive economic development might be a harbinger of an equally aggressive nationalism, reminiscent of the dark era leading up to World War II. The media has fueled the image of a newly aggressive Japan by using martial metaphors such as Samurai capitalism that is invading American markets. Moreover, the Japanese are also portrayed as subservient members of a conformist society manipulated by political authority. However, a long-time resident in Japan and scholar on U.S.-Japanese relations argues that contemporary Japanese nationalism has no connection to its prewar embodiment and fears of an authoritarian and aggressive Japan have no basis in reality. Japan is one of the United States' most important allies, yet relations between the two risk degenerating into serious conflicts over trade and other issues. This book outlines a new vision for U.S.-Japan relations that enables both countries to cooperate to achieve their mutual interests, while minimizing the conflicts that will inevitably arise between them. The new U.S.-Japan strategy must incorporate four critical elements. First, the strategy must be based upon a clear conception of U.S. national interest but be implemented in ways that capitalize on the mutual interests of both countries. Second, the strategy must integrate economic and security interests, which the United States decoupled during the cold war era. Third, a new U.S. strategy toward Japan must have an institutional expression, both domestically and internationally, if it is to be viable over the long term.
