This book looks in detail at the journeys to asylum in Asia which are largely neglected in the media and academic analyses, despite Asia becoming the most essential region for asylum, receiving refugees from both within and outside of the continent. Treating asylum-seeking journeys as a transnational space, the author investigates the actual asylum-seeking process from homelands to either Hong Kong or Bangkok. Today, refugees undertake multiple, long, and life-threatening journeys before arriving in receiving societies; from the moment of arrival in Hong Kong or Bangkok, they face a wide array of challenges. An ethnographic account of how refugees navigate and negotiate their journeys to asylum, this book highlights the social, political, economic, and psychological processes involved in "becoming" and "being" a refugee. This encompasses not only the physical movement of refugees, but also their embodiments and emotional encounters. The author offers a micro-level analysis of asylum-seeking journeys - from the aspiration to flee, to migration preparation, to border crossing, to homemaking in prolonged displacement. All of these stages reveal how these journeys create ever-evolving realities with new constellations of options and constraints. By focusing on refugees’ understanding, perception of, and interaction with the people, environments, and situations around them, this book illustrates how refugee life plans are shaped and reshaped by the embodied experience of their journeys, and how their ideas of home have changed over time. Asylum-seeking Journeys in Asia will appeal to scholars and students in the fields of migration and refugee studies, diaspora studies, globalisation, and Asian studies. An estimated 25 million people worldwide are internally displaced--a significantly larger population than the 18 million refugees. Victims of civil wars, forced relocation, communal violence, natural and ecological disasters, and gross violations of human rights, they lack such human necessities as food, shelter, clothing, safety, basic health, and education. But because they remain inside their countries, they don't receive the same protection and assistance from the international community as those who cross borders and become refugees. Their plight, however, is drawing increasing international attention.In March 1992, Francis Deng was appointed Special Representative of the United Nations Secretary-General to study this harrowing situation. In this book, a substantially revised version of his report to the UN, Deng examines the causes and consequences of internal displacement, the legal standards for protection and assistance, enforcement mechanisms, the prevailing conditions in the affected countries, and the urgent need for an international response.In a compelling first-person narrative, Protecting the Dispossessed follows Deng's investigation and is based on interviews and information from governments, international organizations, individuals, and visits to several countries in Europe, Africa, and Latin America.Deng argues that sovereignty entails a responsibility to ensure the safety and welfare of the citizens and to protect fundamental human rights; the international community must uphold this standard and make violators accountable. While he acknowledges that steps are being taken in the right direction, he maintains that there is still much to be done. He presents a bold proposal, one that requires substantial changes in the international system, in the politics of major governments, and in the relations between states. Ignorance and Change analyses the European refugee crisis of 2015–2016 from the perspective of ignorance studies showing how the media, decision-makers and academics engaged in the projection and reification of the future in relation to the crisis, the asylum system, and the solutions that were proposed. Why do recent crises fail to bring meaningful change? Why do we often see replication of the regimes of ignorance, inefficient knowledge and expertise practices? This book answers these questions by shifting the focus from the issue of change to our projections and expectations of what change will look like. Building on three comprehensive case studies, Poland, Hungary, and Romania, it demonstrates how ignorance and projectivity were essential for new Member States not only for managing the crisis but also for reaching a higher level of autonomy in relation to the EU. Employing an innovative interactional approach to ignorance, it bridges ignorance studies with sociology of future and migration research. Challenging the dominant interest in defining ignorance, it moves the focus from what ignorance is to what ignorance does. It incorporates the concept of future into ignorance studies and develops notions such as “projective agency,” “reification of the future,” “projection by proxy,” and “projectors of EU asylum policies.” The book provides an erudite background, comprehensive empirical research, and original tools of analysis for graduate students, researchers, and policy makers interested in crisis studies, public policy, ignorance studies, social theory, migration studies, and sociology of the future.

In 2018, the United Nations High Commissioner for Refugees estimated 70.8 million people could be considered forced migrants, which is nearly double their estimation just one decade ago. This includes internally displaced persons, refugees, asylum seekers, and stateless people. This drastic increase in forced migrants exacerbates the already urgent need for a systematic policy-related review of the available data and analyses on forced migration and refugee movements. To explore the causes and impacts of forced migration and population displacement, the National Academies convened a two-day workshop on May 21-22, 2019. The workshop discussed new approaches in social demographic theory, methodology, data collection and analysis, and practice as well as applications to the community of researchers and practitioners who are concerned with better understanding and assisting forced migrant populations. This workshop brought together stakeholders and experts in demography, public health, and policy analysis to review and address some of the domestic implications of international migration and refugee flows for the United States. This publication summarizes the presentations and discussions from the workshop.
