This collection of essays assesses the efforts of African governments to constitutionalise decentralisation, be it in the form of federalism, local government or traditional authorities. Since the end of the Cold War jurisdictions across Africa have witnessed an ostensible return to multi-party democracy within the paradigm of constitutionalism and the rule of law. Linked to the democratisation process, many countries took steps to decentralize power by departing from the heavily centralized systems inherited from colonial regimes. The centralization of power, typically characterized by the personalization and concentration of power in the hands of leaders and privileged elites in capital cities, mostly resulted in repressive regimes and fragile states. As decentralisation is a response to these challenges, this volume analyses the dynamic relationship between the efforts to implement decentralization and presence or absence of constitutionalism. This volume examines a variety of forms and degrees of decentralization found across Africa. It advances a new understanding of trends and patterns and facilitates the exchange of ideas among African governments and scholars about the critical role that decentralisation may play in democratization of and constitutionalism in Africa.

In Colonial Legacies, Gabriella Nugent examines a generation of contemporary artists born or based in the Congo whose lens-based art attends to the afterlives and mutations of Belgian colonialism in postcolonial Congo. Focusing on three artists and one artist collective, Nugent analyses artworks produced by Sammy Baloji, Michèle Magema, Georges Senga and Kongo Astronauts, each of whom offers a different perspective onto this history gleaned from their own experiences. In their photography and video art, these artists rework existent images and redress archival absences, making visible people and events occluded from dominant narratives. Their artworks are shown to offer a re-reading of the colonial and immediate post-independence past, blurring the lines of historical and speculative knowledge, documentary and fiction. Nugent demonstrates how their practices create a new type of visual record for the future, one that attests to the ramifications of colonialism across time.

La République démocratique du Congo est aujourd’hui le deuxième pays le plus vaste d’Afrique. Avec ses soixante-sept millions d’habitants et un taux de croissance démographique des plus élevés du monde, elle a un immense défi à relever : développer durablement son territoire pour le bien-être général de sa population dont plus de la moitié a moins de vingt ans. L’éducation, en particulier l’enseignement supérieur et universitaire, est une variable-clé de ce développement. Le budget prévisionnel 2011 de l’éducation, l’une des cinq priorités déclarées, ne représentait que 3 % du budget national congolais. Au niveau de l’exécution, il a dépassé à peine 1 %. Toutefois, il convient de noter que, dans le cadre du premier quinquennat du Président Joseph Kabila, le programme de réhabilitation et de construction des infrastructures des établissements d’enseignement supérieur et universitaire a connu un vrai début d’exécution, notamment aux Universités de Kindu, de Kisangani, de Lubumbashi et de Kinshasa. La RDC est un pays où l’on croit trop que légiférer suffit à résoudre des problèmes. Ce dont la patrie de Lumumba a besoin, c’est de l’application des textes adoptés et promulgués. L’ensemble des contributions de ce volume rappelle fort heureusement cette réalité, d’abord dans une démarche sociohistorique qui tire des leçons des réformes passées, puis dans une approche empirique qui examine les perceptions et pratiques actuelles, enfin dans une approche prospective qui explore les modalités d’une action volontaire dont, au final, l’effort sera payant pour le pays. Alphonse Maindo M. Ngonga, docteur en science politique de la Sorbonne, est professeur de science politique et directeur du Centre de recherches politiques et sociales d’Afrique Noire/CEREPSAN à l’Université de Kisangani. Pascal Kapagama Ikando est docteur en sociologie de l’Université de Laval. Il est professeur au département de sociologie de la faculté de sciences sociales, administratives et politiques à l’Université de Kinshasa. With more than two thousand languages spread over its territory, multilingualism is a common reality in Africa. The main official languages of most African countries are Indo-European, in many instances Romance. As they were primarily brought to Africa in the era of colonization, the areas discussed in this volume are thirty-five states that were once ruled by Belgium, France, Italy, Portugal, or Spain, and the African regions still belonging to three of them. Twenty-six states are presented in relation to French, four to Italian, six to Portuguese, and two to Spanish. They are considered in separate chapters according to their sociolinguistic situation, linguistic history, external language policy, linguistic characteristics, and internal language policy. The result is a comprehensive overview of the Romance languages in modern-day Africa. It follows a coherent structure, offers linguistic and sociolinguistic information, and illustrates language contact situations, power relations, as well as the cross-fertilization and mutual enrichment emerging from the interplay of languages and cultures in Africa.

Key messages The REDD+ policy process in the Democratic Republic of Congo (DRC) over the past decade has diverged from the initial government planning due to political changes at the international and national levels. While participation is perceived by government and international actors as one of the biggest achievements of REDD+ in the DRC, non-state actors – particularly civil society organizations and Indigenous groups – are skeptical about inclusiveness within the decision-making process. Social inequalities and local power relations may hinder the implementation of participation instruments and the involvement of local and Indigenous communities, impeding their ability to achieve reduced deforestation and poverty alleviation. The political economy and the lack of data on deforestation and forest degradation – and on the recently discovered large swamp in the DRC – make it challenging to monitor, report and verify a reduction in forest emissions within a multilevel setting. The experience of REDD+ tested at scale in the DRC through the Mai-Ndombe jurisdictional project highlights the cost challenges of generating timely and accurate data. Supporting REDD+ finance in the DRC is difficult since the country relies entirely on international funding to fight climate change. A benefits-sharing mechanism remains unclear. Consequently, there is a lack of flexibility in addressing unanticipated costs that may result from the implementation of the process. This jeopardizes the success of the process and raises uncertainty about the expected results. Emerging issues, such as community forestry and the discovery of large swamp areas, make the DRC more attractive for the REDD+ program. The first issue offers a workaround to the problem of securing communal rights, while the second issue provides additional opportunities for REDD+ activities.

Missions, States, and European Expansion in Africa aims to explore the ways Christianity and colonialism acted as hegemonic or counter hegemonic forces in the making of African societies. As Western interventionist forces, Christianity and colonialism were crucial in establishing and maintaining political, cultural, and economic domination. Indeed, both elements of Africa's encounter with the West played pivotal roles in shaping African societies during the nineteenth and twentieth centuries. This volume uses a wide range of perspectives to address the intersection between missions, evangelism, and colonial expansion across Africa. The contributors address several issues, including missionary collaboration with the colonizing effort of European powers; disagreements between missionaries and colonizing agents; the ways in which missionaries and colonial officials used language, imagery, and European epistemology to legitimize relations of inequality with Africans; and the ways in which both groups collaborated to transform African societies. Thus, Missions, States, and European Expansion in Africa transcends the narrow boundaries that often separate the role of these two elements of European encounter to argue that missionary endeavours and official colonial actions could all be conceptualized as hegemonic institutions, in which both pursued the same civilizing mission, even if they adopted different strategies in their encounter with African societies.
