Die Vergleichende Regierungslehre ist eine spezielle Form des politikwis senschaftlichen Vergleichs. Ganz allgemein geht es in der Vergleichenden Regie rungslehre darum, dass die richtigen Fragen gestellt werden, um die wesentlichen politischen Merkmale einer Gesellschaft herauszufmden. Die Vergleichende Po litikwissenschaft betrachtet die Gesamtheit der gesellschaftlichen Verhältnisse, soweit diese die Politik bestimmen. Diese Sparte der Politikwissenschaft wird vielfach auch als Systemvergleich bezeichnet. Das politische System umschreibt eine Vergleichsperspektive, die Staat und Gesellschaft gleichermaßen einbezieht. Der Staat mit seinen Institutionen steht im Zentrum der Vergleichenden Regie rungslehre, und diese operiert bei der Bestimmung des Institutionengefilges mit dem Begriff des Regierungssystems. Die Vergleichende Regierungslehre hat also einen engeren und stärker staatsbezogenen Blickwinkel, ohne freilich die Ver knüpfung des Regierungssystems mit der Gesellschaft zu ignorieren. Wahlen, Interessengruppen, Medien und politische Einstellungen sind beispielsweise ge nauso wichtig filr die Politik wie die Institutionen der Gesetzgebung und des Re gierens. Aber diese Themen verweisen auf die gesellschaftlichen Dimensionen der politikwissenschaftlichen Analyse, die ein spezielleres theoretisches und handwerkliches Vorwissen verlangen und insoweit höhere Ansprüche stellen als der Institutionenvergleich (vgl. etwa die Übersichtswerke von Berg-Schlosser/ Müller-Rommel 1997, Hartmann 1995, Naßmacher 1991).

This book examines new member states’ problems with the absorption of EU funds. Since accession, many new member states from Central and Eastern Europe struggle to access their billions of development funds from Brussels. While existing research mostly emphasizes the role of states’ administrative capacities to account for absorption problems, this study adds the so far neglected role of politics as party politicization to the equation. The argument is tested using a combination of fuzzy-set Qualitative Comparative Analysis (fsQCA) with two detailed process tracing case studies.
