Regional economic models are the key to predicting the effects of transportation, economic development, energy, fiscal and environmental policies. Despite this, the principal regional economic policy analysis model used throughout the United States by government agencies, universities, and the private sector has not been presented in a book until now. The approach to building, understanding and using regional models presented in Regional Economic Models: A Systematic Approach to Forecasting and Policy Analysis is progressive. It begins with the simplest possible models and concludes with a full presentation of the leading model used by policy makers today. The full details are presented along with facilitating software, which is made available so that the reader can build a prototype model for any state or country and can perform policy simulations with full operational models for a sample area. Policy studies are discussed that have been carried out with the model, as well as the range of ways in which policies can be tested through policy simulations. The necessary background is developed for understanding the ways in which models can be used to improve the basis upon which policies are evaluated, as well as the sensitivity of the predicted effects to the model chosen for the analysis. This book contains the complete text of the special Golden Anniversary issue of the flagship journal of the Regional Science Association International (RSAI), Papers in Regional Science (Volume 83, Number 1), as well as the full text of Walter Isard's Presidential Address "The future (near and far) of regional science". Professor Isard originally delivered the speech in a special plenary session of the fiftieth North American Meetings of the Regional Science Association International. The session began with a ceremonial kickoff to the year-long celebration of the multidisciplinary field's first 50 years. At the ceremony, held on the morning of Friday, November 21,2004 at the DoubleTree Hotel in Philadelphia, we presented Walter Isard, the founder of our multidisciplinary field, as well as Antoine Bailly, the President of the Regional Science Association International, and David Boyce, the Association's Archivist, with commemorative first copies of the anniversary issue. The authors explore a new framework for evaluating economic development projects. This framework is based on a job-chain approach. Each new job created by an economic development incentive is filled by an employee who leaves behind another job. In turn, that job may be filled by someone who leaves behind their old job, etc. Such job chains end when an unemployedworker, someone not previously in the labor force, or an in-migrant to the labor market takes a vacancy. Job chains are the mechanism for observing and measuring "trickle down". The job trains model developed in this book presents new insights into local economic development evaluation and strategy.
