The spectacular industrial and economic development of the twentieth century was achieved at a considerable environmental cost. The increasingly precarious position of water, the most valuable of natural resources, reflects this trend. Today we have come to realise that concepts of sustainable development need to replace the antiquated belief that the environment in general, and natural resources in particular, are simply there for the taking. The responsible use of water, in which man profits from resources without endangering their future, should have precedence in any water policy. Regional Water System Management contains invited lectures presented by eminent authors to the international Seminar Regional Water Management. Water Conservation, Water Supply, Systems Integration held in Valencia (Spain) in 2002. The publication provides a general overview of basic water management principles for the twenty-first century and will be of interest to those studying water conservation, as well as professionals already in the field.

Better water management will be crucial if we are to meet many of the key challenges of this century - feeding the worlds growing population and reducing poverty, meeting water and sanitation needs, protecting vital ecosystems, all while adapting to climate change. The approach known as Integrated Water Resources Management (IWRM) is widely recognized as the best way forward, but is poorly understood, even within the water sector. Since a core IWRM principle is that good water management must involve the water users, the understanding and involvement of other sectors is critical for success. There is thus an urgent need for practical guidance, for both water and development professionals, based on real world examples, rather than theoretical constructs. That is what this book provides. Using case studies, the book illustrates how better water management, guided by the IWRM approach, has helped to meet a wide range of sustainable development goals. It does this by considering practical examples, looking at how IWRM has contributed, at different scales, from very local, village-level experiences to reforms at national level and beyond to cases involving trans-boundary river basins. Using these on-the-ground experiences, from both developed and developing countries in five continents, the book provides candid and practical lessons for policy-makers, donors, and water and development practitioners worldwide, looking at how IWRM principles were applied, what worked, and, equally important, what didn‘t work, and why. REGIONAL WATER SECURITY Regional Water Security provides new research on policy innovations that promote the application of demand management and green infrastructure (GI) in managing water resources across regions sustainably. In particular, with regional water security around the world at risk from climatic and non-climatic challenges impacting water quantity and water quality, this book, in addition to providing examples of demand management and GI being implemented in various locations globally, contains in-depth case studies that illustrate how regions, of differing climates, lifestyles, and income levels, have implemented policy innovations that promote the application of demand management and GI to achieve regional water security for humans while protecting and restoring the natural environment. Regional Water Security will be of interest to regional water resource managers, town and regional planners, resource conservation managers, policymakers, international companies, and organizations as well as environmental NGOs, researchers, and graduate and undergraduate students.

It is now widely accepted that the world is likely to face a major water crisis unless the present management practices are improved very significantly. Promoted extensively by donors and international institutions over the past 15 years, integrated water resources management (IWRM) has been assumed explicitly to be "the" solution for managing the limited water resources of the world. Hundreds of millions of dollars have now been spent in promoting IWRM in developing countries. However, no serious and objective analysis has ever been undertaken as to whether IWRM has made water management more efficient and equitable in any region of the world than otherwise may have been the case. This pioneering analysis indicates that IWRM has not only been unsuccessful in Latin America, but also is highly unlikely to succeed in the future. The reasons and constraints for this failure are outlined. This book previously appeared as a special issue of the International Journal of Water Resources Development.

Water deficiency in many arid and semi-arid regions in Southern Europe is becoming a major constraint for economic welfare and sustainable regional development. These regions are characterised by high spatial and temporal imbalances of water demand and supply, seasonal water uses, inadequate water resources and poor institutional water management. The aim of this book is to formulate appropriate strategies and guidelines for water management necessary for the formulation and implementation of integrated sustainable management of water resources. Lessons are learned from various case studies, which examine competing water use patterns, compare governance structures and how these have evolved in response to scarcity, and structural and non-structural instruments to address water deficiency. Water Management in Arid and Semi-Arid Regions will appeal to policymakers in relevant countries as well as to scholars and researchers of environmental studies and economics.

Water is an increasingly critical issue at the forefront of global policy change, management and planning. There are growing concerns about water as a renewable resource, its availability for a wide range of users, aquatic ecosystem health, and global issues relating to climate change, water security, water trading and water ethics. This handbook provides the most comprehensive reference ever published on water resource issues. It brings together multiple disciplines to understand and help resolve problems of water quality and scarcity from a global perspective. Its case studies and 'foundation' chapters will be greatly valued by students, researchers and professionals involved in water resources, hydrology, governance and public policy, law, economics, geography and environmental studies.
