1.1. THE PURPOSE OF THE STUDY This study deals with regional co-operation among developing By regional co-operation is countries and its potential benefits. meant any form of concerted action by the countries of a region aimed at a fuller utilization of their growth potential. Such con certed action may consist of various kinds of economic policy measures regarding production, investment and foreign trade. In this sense, regional co-operation is to be regarded as a facet of the participating countries' overall development strategy. Unlike other studies in this field, dealing with integration among developing countries and focussing attention on the planning of such integra tion (see, e.g., Mennes 1972), the present study concentrates on the effect of integration and co-ordination policies on the structure of intra-and extra-regional trade. Very often large differences exist among developing countries with respect to various aspects of economic development, e.g., the structure of demand, the structure of capital formation and the growth rates of individual sectors. Such divergencies call for the utilization of a multi-country, multi-sector model that will enable a better co-ordination of production and investment policies. Atten tion should thereby be given to the pattern of intra-regional specialization that will result from such a co-ordinated policy.

The research for this project was carried out while the author was at the staff of the Economics Faculty of Erasmus University Rotterdam. The core results were recorded in discussion papers 7821/G, 7901/G, 7910/G and 8002/G of the faculty's Institute for Economic Research. Working on the project I incurred considerable debts to some professors and fellow staff members of the faculty. Professor P. J. Verdoorn initiated this study by suggesting its subject and by encouraging me to turn my initially hesitantly held view of imports as 'indispensable' inputs into the cornerstone of the analysis; he also read the final manuscript. Professor H. C. Bos' enthusiastic encouragement greatly stimulated me in the arduous phase of the writing of the manuscript; his advise on style and emphasis considerably improved the presentation while his careful reading of the various versions of the manuscript eliminated many non sequiturs and some errors. I am deeply in debt to A. S. W. de Vries who scrutinized not only the manuscript but also the preliminary discussion papers; while sharing an office room with him for six years I had the benefit of many stimulating discussions and he equanimously put up with my moods when I was stuck at some point. I am also in debt to D. P. Broer for checking and improving the optimal control theorem in chapter 7; to Professor R. Harkema for inducing me to write sections 5. 1 and 5.

Originally published in 1977. This book provides an introduction to some of the more important techniques of regional analysis – techniques derived from geographical, regional economic and regional science theory – and describes the way some of these techniques have been applied in the identification of problems, development of strategy and evaluation of regional programmes. The theory and applications of methods of regional analysis are integrated with the use of examples taken from the USA, the UK and Canada. The author introduces the problems which are encountered in the field of regional analysis, describes some of the analytical tools, beginning with the fundamental model of the economic base approach, and then examines regional flows and the applicability of international trade theory to interregional trade. Considering the shortcomings of the aggregated base approach, input-output analysis is also examined.
