This study reviews the role and workings, with their strengths and weaknesses of last-resort income support (LRIS) programs in Eastern Europe and Central Asia. It draws on a combination of household survey and administrative data for a large group of countries and detailed case studies for a smaller number of countries that span the spectrum of the income range in the region. It thus combines the value of wide, comparable multi-country work with that of in-depth, country-specific probing on key themes. The experiences of LRIS programs in Eastern Europe and Central Asia have demonstrated the technical feasibility of highly efficient poverty-targeted programs in the region. The detailed case studies suggest how programs can improve their coverage, control error and fraud and be implemented effectively in decentralized settings. This experience is pertinent to other regions as well, adding to the know-how for poverty targeting programs in middle and low income countries. Perhaps especially importantly, the book shows that means testing can be accomplished in settings with sizeable informal sectors and at reasonable administrative costs. The study also suggests that currently the role of last resort income support programs within the overall social protection systems of the region is often too small and that their eligibility thresholds should be revised and indexed, so that the programs continue to serve a meaningful swath of the low income households in each country. Moreover the programs can be used as the nexus to weave together a variety of income supports and services for low income households.

This book examines social inequalities in Europe, especially those caused by economic factors. It starts with the paradox of European inequality, where on the one hand, even total income inequality in Europe is significantly lower than in most parts of the world; but on the other, Europe is also characterised by profound and durable inequalities within the continent. It discusses inequalities caused by the exclusion of marginalised groups from the labour market, with considerable and sometimes increasing differences between central and peripheral regions, pronounced wealth and labour market inequalities, and significant rates of persistent poverty, deprivation, educational poverty, low wages and unemployment. The book also discusses broader territorial inequalities, which are the basis for divisions between Northern and Southern Europe, East and West, between qualified and unqualified employees, younger and older people, men and women, and migrants and non-migrants. The book raises questions about the winners and losers of the social transformations linked to the introduction of the Euro, the Eastern enlargement of the EU, and the financial and Eurozone crises. We study how the problem of the 'missing rich', the underrepresentation of the wealthiest in household surveys, affects wealth inequality estimates for the post-socialist countries of Central and Eastern Europe (CEE). The survey data from the second wave of the Household Finance and Consumption Survey (HFCS) are joined with the data from the national rich lists for Estonia, Hungary, Latvia, Poland and Slovakia. Pareto distribution is fitted to the joined survey and rich lists' data to impute the missing observations for the largest wealth values. We provide the first estimates of the top-corrected wealth inequality for the CEE region in 2013/2014. Despite a short period of wealth accumulation during the post-1989 market economy period, our adjustment procedure reveals that wealth inequality in the Baltic countries is comparable to that of Germany (one of the most wealth-unequal countries in Europe), while in Poland and Hungary it has reached levels observed in France or Spain. We discuss possible explanations of these findings with reference to the speed and range of privatization processes, extent of income inequality, and the role of inheritances and wealth taxes in the region.
