This book examines social inequalities in Europe, especially those caused by economic factors. It starts with the paradox of European inequality, where on the one hand, even total income inequality in Europe is significantly lower than in most parts of the world; but on the other, Europe is also characterised by profound and durable inequalities within the continent. It discusses inequalities caused by the exclusion of marginalised groups from the labour market, with considerable and sometimes increasing differences between central and peripheral regions, pronounced wealth and labour market inequalities, and significant rates of persistent poverty, deprivation, educational poverty, low wages and unemployment. The book also discusses broader territorial inequalities, which are the basis for divisions between Northern and Southern Europe, East and West, between qualified and unqualified employees, younger and older people, men and women, and migrants and non-migrants. The book raises questions about the winners and losers of the social transformations linked to the introduction of the Euro, the Eastern enlargement of the EU, and the financial and Eurozone crises. It is based on a comprehensive analysis of a European-wide microdata set on income and living conditions (EU-SILC). The empirical research material, which is the first to deploy this data in a comprehensive manner, consists of detailed empirical analyses of social divisions and Europeanisation processes in 30 European countries. It analyses and explains the transformation of the previously dominant national spaces into a European social space. Over the last ten years - especially with the 'no' votes in the French and Dutch referendums in 2010, and the victory for Brexit in 2016 - the issue of Europe has been placed at the centre of major political conflicts. Based on major European statistical surveys, the new research in this work presents a map of social classes inspired by Pierre Bourdieu's sociology. There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.
