This book examines the strategies of regional powers in the Middle East regarding their response to cases of state failure in the region, thus connecting the theoretical concepts of statehood, state failure, and revisionist and pro-status quo interventionist behavior. Through a detailed comparative analysis of five case studies of failed states occurring in the region during 1960–2010s –Yemen (1962–1970), Lebanon (1975–1989), Iraq (2003–2020), Yemen (2004–2020), and Syria (2011–2020) – the author employs the conceptual theory of balance of power to analyze the behavior of six regional powers in the Middle East: Egypt, Iran, Israel, Syria (pre-2011), Saudi Arabia, and Turkey toward each one of those cases. The book proposes that when states become failed states, regional powers with revisionist strategies expand into them, which in turn induce status quo regional powers to react by imposing balancing action, and that this power struggle turns failed states into battlegrounds for regional power (im)balances. This book offers empirical and theoretical insights into regional politics of the Middle East over the past six decades, contributes to international policy and security studies scholarship from a Middle East regional perspective, and draws attention to the importance of analyzing the destabilizing and historical consequences of state failures for contemporary contexts.

The concepts and theories of what constitutes a 'Middle Power' have played a key part in explaining the identity, behavior and foreign policy roles of many states in the international system, including the United Kingdom, France, Australia and Brazil. The rise of the Justice and Development Party (AKP) in Turkey in the early 2000s under now-President Recep Tayyip Erdogan ushered in a new era in Ankara's Middle East policy - one that was dramatically reshaped by the Arab uprisings of 2010-12 and their aftermath. Early hopes for a positive transformation gave way to violence, civil wars, and failed states.The uprisings not only transformed the internal dynamics of regional states, but they also led to a new regional order, with powers such as Turkey, Iran, and Saudi Arabia playing a greater role. As late as 2015, Turkey, Egypt, and Saudi Arabia were hailed as the "Sunni vanguard" against an increasingly resurgent Iran, but these three states have conflicting visions for the region and are willing to pursue aggressive policies to realize them. Few studies of Middle East wars go beyond a narrative of events and most tend to impose on this subject the rigid scheme of superpower competition. The Gulf War of 1991, however, challenges this view of the Middle East as an extension of the global conflict. The failure of the accord of both superpowers to avoid war even once regional superpower competition in the Middle East had ceased must give rise to the question: Do regional conflicts have their own dynamic? Working from this assumption, the book examines local-regional constraints of Middle East conflict and how, through escalation and the involvement of extra-regional powers, such conflicts acquire an international dimension. The theory of a regional subsystem is employed as a framework for conceptualising this interplay between regional and international factors in Tibi's examination of the Middle East wars in the period 1967-91. Tibi also provides an outlook into the future of conflict in the Middle East in the aftermath of the most recent Gulf War.
